Annexure 2: Minimum Criteria for the registration of an examination centre Physical facilities The examination facility must be housed in a solid structure with electricity, water and sanitation. The examination venue must have adequate lighting and ventilation. The venue must be secure with adequate fencing and/or security provisions. The examination venue must have doors which can be secured if necessary during the examination. The surrounding area should be quiet and conducive to writing an examination. There must be a safe or an appropriate security arrangement for the storage of examination material. There must be adequate toilets facilities that are clean with clean water available. The necessary health and safety provisions must be in place. The examination venue must be big enough to house the candidates who are writing the examination. There should be an allowance of approximately 1,5m square per candidate. There must also be space available for the invigilator/s. The examination centre must be accessible by road. Staffing and administrator There must be a dedicated member of staff (centre manager) who is responsible for: Maintaining and updating information about the centre Registration of learners Receiving, storing and returning examination material Arranging and overseeing invigilation of the examination Ensuring that IEB administration is conducted e.g. examination material is safely stored in a secure place, candidates are registered timeously for the examination, invoices for the examination are forwarded to the appropriate person/s for payment, examination material is returned immediately, an invigilation schedule is drawn up Ensuring the examinations are conducted in keeping with IEB requirements e.g. checking of IDs of candidates when they write the examination, signing of the register, ensuring that candidates who write the examination have been registered, invigilators are trained, no assistance is given to learners This centre manager must have regular access to a telephone and a fax machine. It is preferable for entries to be submitted electronically and hence the centre manager ought to have access to computer facilities and email. The IEB reserves the right to check a centre’s facilities before approving registration of an examination centre. July 2010

  13. General Information in respect of Foundational Learning (Pilot Project 2: MQA) 1. Learner Readiness Assessment A learner readiness assessment is a graded assessment which places a learner at one of three levels in relation to Foundational Learning: The learner does not have the minimum competence for embarking on a FL learning p rogramme. This would suggest that the learner’s competence is not yet at ABET level 3; The learner has the minimum competence to embark upon a FL learning programme; The learner is possibly ready to undertake the FL summative assessment. Note: being graded as possibly ready to undertake the FL summative assessment does not guarantee that the learner will pass the summative assessment. This is simply a statement of likelihood. The learner readiness is not a high-stakes assessment. In other words, it is not in a learner’s interest to try and manipulate their result through copying or seeking unfair assistance. Neither is it in the provider’s interest to manipulate performances. Again, any manipulation of the outcome of the learner readiness assessment is likely to result in the learner being incorrectly advised on the way forward in terms of their training, thereby wasting time and money. It is in the learner’s interest to simply attempt the assessment and do their best. The outcome will determine what line of action is best for the learner. The Order Form for Learner Readiness Assessments is Annexure 1. 2. Summative Assessments Learners are required to enter and write their assessments at a registered examination centre. For this Pilot Project, MQA has identified a list of providers. These centres may apply to the IEB to conduct Foundational Learning assessments in the Pilot Project 2 (MQA). Please confirm your intention to be an IEB registered examination centre for this project by completing the Registration Form attached as Annexure 3 and returning it to Kgomotso Tau at the IEB.
