  1. fka “Can of Worms” Harrison Community Center June 13, 2016

  2. Purpose  To introduce the potential Twin Ports Interchange (TPI) project.  Jct I-35/I- 535/Hwy 53 fka “Can of Worms”  I-535 at Garfield Avenue  Gather community input on needs and concerns  Discuss ongoing communication and input.

  3. Area Map

  4. Background  State has applied for a federal Fostering Advancements in Shipping and Transportation for the Long-Term Achievement of National Efficiencies (FASTLANE) Grant  If grant is received, project must start construction in 2 years.  Anticipate 3 years of construction.  If not received, will re-apply in 2017 (up to 5 years)  No design for project  Data collection/preliminary engineering will begin in this month.

  5. Potential Project Locations

  6. Interchange Details  Built in 1969  1.6% of the bridge deck statewide  27 total bridges (includes 3 at Garfield & I-535)  25 overweight permit restricted  Nonstandard Geometrics  Left exits  Blind merges  Cannot handle oversized/overweight loads

  7. Port Terminal Loads

  8. Proposed Project Locations  On I-535 at Garfield Avenue (3 bridges)

  9. Proposed Project Limits  I-35 from Garfield Avenue to 27 th Avenue West  I-535 from ramps onto Hwy 53 at Superior St.

  10. Project Assumptions  No new permanent right of way  Two years of preliminary engineering  3 years of construction  Assumes accelerated techniques  Environmental Document − Categorical Exclusion

  11. Preliminary Project Goals  Replace restricted bridges  Develop standard geometrics  No left exits/weaves  No blind merges  Direct connections for I-35, Hwy 53 and I-535  Minimize impacts to traffic and neighborhood  Improve Miller Creek and storm water management

  12. Construction Challenges  Staging areas  Minimal R/W  Adjacent City street  Construction access  Traffic management  Curved beams, fabrication timelines  Accelerated construction  Time − anticipate 3 year construction  Minimizing neighborhood impacts  Railroad access

  13. Neighborhood concerns (to date)  Pedestrian/bike access – connection to Lakewalk  Public art/aesthetics  Better local connection to Lincoln Park  Gateway to Lincoln Park  Reconnecting the neighborhood  Noise  Miller Creek plan  Lines of sight (blind merges)  Reconnecting the neighborhood  Others?

  14. Preliminary Costs  Entire project − $244 million  Grant 60%, State 40% share  Costs in grant application  I- 35/535/53 Interchange − $177 million  Garfield Bridges − $19.2 million

  15. Preliminary Engineering  Survey work  Soil testing  Wetland delineation  Regulated waste assessments  Utilities survey  Noise study

  16. Further information  Monthly coffee & conversation  Starting July  Time and place?  Available to meet with groups  Future design charrette TBD  Visual Quality Plan TBD  Other ideas?

  17. Comments  Review layouts on wall  Note areas of concern  Put comments on Post-it notes  Fill out a comment sheet  Email comments at any time  Attend future meetings  http://www.dot.state.mn.us/d1/projects/twin-ports- interchange/index.html  Questions/Comments???
