PURPOSE

  • To present to the Mpumalanga COP the

immediate deliverables pertaining to ECD migration from DsD to DoE

  • To note migration implications for Grade R and

0-4 age cohort

BACKGROUND

  • The main purpose of this programme is to expand access and improve the

quality of ECD programmes. The key activities are to: Migrate responsibility for ECD centres/programmes from Social Development to Basic Education; and Proceed with the process towards two years of compulsory ECD for all children before they enter Grade 1.

  • Shifting the ECD function to the DBE will consolidate the continuum of

education, and allow the Department of Education to manage the educational journey of young children from their first engagement with an educational programme right up until they finish Grade 12.

  • This consolidation will create positive pressure for greater investment in

ECD as a mechanism for preventing the educational disparities seen in the Foundation Phase and beyond.

DBE’S ROLE AS EXERCISING LEADERSHIP AND COORDINATION

  • Establishment of MECs Forum: Made up of Education (Lead), Social Development,Human Settlement,

COGTA/SALGA, Finance, Department of Agriculture, Rural Development, Land and Environmental Affairs, Public Works, Roads and Transport and Culture, Sports, and Recreation

  • The Provincial Executive Inter-departmental ECD Committee shall:
  • 1. Communicate the vision, policy and specific strategies of the early childhood development policy and programme

to the public, government departments, potential investors and implementing partners

  • 2. Monitor collective progress made by different role players towards universal availability of and equitable access to

early childhood development services, and identify gaps that remain to be filled;

  • 3. Support the relevant government departments to plan for financial and human resources, and for new

infrastructure and upgrading;

  • 4. Support the respective government departments to review and develop provincial quality assurance system, as

well as infrastructural and human resource quality and adequacy to meet provincial early childhood development

  • bjectives;
  • 5. Receive and synthesise relevant data from key stakeholders and other sources to provide an annual update of the

state of early childhood development in the province, disaggregated by district, and by vulnerable groups;

  • 6. Hold the multiple role players to account for fulfilment of their respective responsibilities in ensuring the universal

availability of, and equitable access to, comprehensive and integrated quality early childhood development services for all children in Mpumalanga.

  • 7. Report to the Office of the Premier on progress and
  • 8. Meet at least four times per financial year

PROVINCIAL INT INTEGRATED ECD COMMITTEE

  • A Provincial Integrated Early Childhood Development Committee will be established by the lead

department (social development) to coordinate the implementation of the provincial Integrated ECD policy.

  • The committee shall comprise of delegated officials from the following departments: Social

Development, Health, Education (Lead), Human Settlement , COGTA/SALGA, Finance, Department

  • f Agriculture, Rural Development, Land and Environmental Affairs, Public Works, Roads and

Transport, Culture, Sports, and Recreation

  • Functions of the Committee
  • Facilitate the coordination of multi-sectoral early childhood development plans and programmes;

Coordinate the development of integrated plans

  • Monitor implementation of the provincial policy
  • Coordinate reporting on implementation of the policy
  • Ensure that government departments provide the essential indicators of early childhood development

for which they are responsible.

  • Support the relevant government departments to plan for financial and human resources, and for

new infrastructure and upgrading;

  • Monitor collective progress made by different role players towards universal availability of and

equitable access to early childhood development services, and identify gaps that remain to be filled

MPUMALANGA IN INTER-SECTORAL DE DEVELOPMENT COMMITTEE

  • The MEC for Education will establish the Mpumalanga Inter-sectoral Early Childhood Development

Committee to serve as a provincial platform upon which Government and non-government sector involved in early childhood development service delivery will engaged on ECD services in the province.

  • This committee will meet four times per financial year and will operate based on a mutually accepted

Terms of Reference.

  • The membership of the Mpumalanga Inter-sectoral Early Childhood Development Committee will be

led by the department of Education and shall include, but not be limited to, the following: NGOs delegated to representatives organisations rendering ECD services in the province; Representatives from the 3 district municipalities, ECD training institutions (private and public sector) based in the province: Provincial Government department that have a role in ECD National Development Agency(NDA) South African Social Security Agency(SASSA) Private foundations and donors (providing services and/or funding on early childhood development), i.e. any foundation or donor providing funding to ECD in the province Business sector with interest of funding ECD services District and local municipalities are expected to develop same structure which will be coordinated by the department of Education.

ECDI- PROVISION OF F SE SERVICES

  • Main hub will be at Bohlabela
  • Sub hubs will be at Ehlanzeni, Gert Sibande and Nkangala

connected by IT infrastructure (Smartboard)

  • Facilitation must be on a lecturer student face to face basis to

built rapport and exchange of information with a platform for clarity seeking questions

  • The play based methodology should be infused in the lecturer

facilitation strategies as practical component should be 70% and theory 30%

  • ECDI- focus on training practitioners on accredited

qualifications and on NCF

  • ECD practitioners will be mentored and coached in improving

facilitation skills

NUTRITION

  • To include ECD centres in the NSNP programme
  • To determine a menu that is appropriate to young children’s

development and nutritional needs

  • Allocating 1 food handler per centre- creating employment by

paying a stipend

  • To re-look at the child per subsidy formula where R 15 is paid

per child per day where 50% must be for nutrition, 35% for salaries and 15% for administration. Nutrition needs to be provided by the Department to ensure children are fed a nutritious meal.

INF INFRASTRUCTURE

  • Only 37% of 0-4 children are accessing Grade RR
  • Shortage of new ECD infrastructure coupled with existing

dilapidated infrastructure

  • Therefore there is a need to have a new models- Centre and

Non-Centred based.

  • Capacitate/Train parent assistants on early stimulation,

importance of breast feeding and baby massaging etc

  • Allocate parent assistants to non centre based programmes

where ECD services will be offered where there are no available ECD centres especially in deep rural areas- creating employment by paying a stipend

  • Build a Pre-Grade R community centre close to a primary

school.

  • Built Pre-Grade R classes next to the new Grade R classes

constructed in schools.

  • Build Pre-Primary Schools for Birth to 6 years next to primary

schools and remove Grade R from schools with its own Management and Governance Structure

INT INTERNATIONAL IN INFRASTRUCTURE MODELS

  • Several countries like Netherlands and Spain have admitted pre-school children into

elementary school premises whilst defining their status as a pre-school.

  • Most OECD (Organization of Economic Cooperation and Development) countries made

substantial financial subsidy for provision for under 3 (first tier of Government’s intervention into ECD)- viewed birth as a appropriate starting point for human resources and education system. The focus on under 3 is on family support and health

  • The Sure Start Programme caters for children under 4 in England.
  • Head Start caters for children under sixes in the USA. Sweden and Germany have mixed

age groups in Pre-Grade R. This model could be piloted on the caveat that parents sign indemnity forms allowing for mixed age groups in a class.

  • Have specific subject advisers for Grade R, RR and 0-4
  • Determine norm for allocation of subject advisers per age categories (1 subject adviser

per 30 ECD institutions- there are no HODs and most Centre Managers are also practitioners)

  • HOD for Grade R at School Level
  • 1 food handler and 1 gardener per ECD centre

PROVINCIAL WORK STR TREAMS

  • There are work streams established at national level to present proposals for policy development.
  • DBE is developing a comprehensive plan for the different work streams involved in the ECD function

shift (Grade R, Grade RR and birth to 4)

  • A costed plan for the ECD function shift will be finalized by March 2020- As per the Honourable

Minister Motshega’s Speech on the 16 July 2019

  • This concept of work streams should also filter at provincial level which is the coalface of service

delivery implementation.

  • Provincial work streams should focus on the following variables for accelerating the function shift:
