Drought Water Planning Background 1990 State Water Plan Section Issues

  • 1. Drought monitoring and early warning
  • 2. Impact Assessment;
  • 3. Coordination of Government actions;
  • 4. Triggering Mechanisms (-Palmer drought Index)
  • 5. Assistance Programs
  • 6. Funding for drought programs
  • 7. Research and educational programs
  • 8. Drought mitigation strategies

Made recommendations on each issue and set framework for what is recognized as one of the best drought plans in nation

(examples from other Western States--OR, WA, CO)

  • 1. Conservation Incentives ?
  • 2. Water Banks and Markets
  • 3. Voluntary transfers of water
  • 4. Integration of all efforts at water management ?

(quantity and quality of domestic, municipal, industrial ,wildlife supply)

To an extent MT has 2 and 3-- do they need modification and/or expansion ? Do we need more Tools ?
