March 14, 2015 Craven County Court House Annex Broad Street New Bern, NC Call to Order Craven County Republican Chairman, Carl Mischka called the Craven County Republican Convention to order at 9:00 AM. Credentials Chair, Ceil Wasserman, asked Chairman Carl Mischka if the members would be willing to reopen the Credentials as there were nine (9) late arrivals waiting to be checked in. The credentials were reopened to accommodate the late-comers. Invocations were given by Jerry Schill and Eddella Johnson Pledge of Allegiance to the flag of the United States of America was led by Hal James, Member at Large Verification of proper posting and notice of Convention was provided by Lucille Dicktel, Secretary via a newspaper advertisement that appeared in The Sun Journal (www.newbernsj.com), Friday, February 27, 2015 Page A2. (Attached). Welcome of Dignitaries and Guests - Carl Mischka, Craven County Republican Chairman presented:

  • John Bell, 1st District NC House Rep. and House Whip
  • Scott Dacey, County Commissioner
  • Frank Iler, 17th District NC House
  • George Liner, newly elected Commissioner
  • Representative Michael Speciale, 3rd District NC House
  • Senator Norman Sanderson, NC Senate
  • Chuck Tyson, Mayor of Trent Woods
  • Steve Tyson, County Commissioner
  • Tom Mark, County Commissioner

were among those included in Mr. Mischka’s recognitions and his expressions of appreciation. Opening Remarks were presented by Chairman, Carl Mischka: There are150 registered delegates listed which doubles the number of participants at any previous CCGOP Convention (Credentials Report – Ceil Wasserman,

don’t know what is going on. . . We have come together and gotten the job done. Everyone pulling the wagon in the same direction... We are making a difference...” Introduction of Speakers Representative Norman Sanderson, NC Senate (7 Min) Representative John Bell, 1st District NC House and House Whip (4 Min) Representative Michael Speciale, 3rd District NC House (6 Min) All three speakers spoke about various points of interest related to their respective elected positions. They expressed their gratitude for the hardworking people whom they represent. Recess – Moved (Sabrina Bengel), Seconded and Approved to cancel this Recess and proceed with the business of the Convention. Appointment of Convention Officers – Carl Mischka Carl Mischka, Chairman announced the following appointments: Chairman: Bill Iler, Beaufort County Sergeant at Arms: Matt Schwob Parliamentarian: Mystre’ Van Horn, RP (AMS, CMCA, NRP,CMIA) Secretary: Lucille Dicktel Report of Credentials Committee – Ceil Wasserman, Chairman Committee Members: Cathy New, Rieko Evans, Gloria Strong Various corrections were brought to the attention of Ceil Wasserman, Committee Chairman for review. The approval/authorization of the Credentials was postponed (5 Min) for verification of changes/corrections.

Jerry Cox, West New Bern commented briefly on the importance of submitting correct numbers of Delegates/Alternates to the NCGOP. He gave an example of votes in Mecklenburg having been cancelled at Convention due to discrepancies not clarified.

Final Report of Credential Committee (See Attachment) Ceil Wasserman, Credential Committee Chairman, after a short recess to correct the previous stated number of delegates/alternates, reported the number of delegates present representing the various Precincts as 126 Delegates and 3 Alternates. The report was Approved by Convention Delegates accepting the Final Report of the Credential Committee (126 Delegates; 3 Alternates).

Adoption of the Minutes of March 14, 2014 – Lucille Dicktel, Secretary Since there was no microphone from which to project low voices, Carl Mischka agreed to read/review the Minutes of March 15, 2014 in Lucille’s place since his voice carries well throughout the entire room. Treasurer - William Taylor William Taylor gave the treasurer's report. The detailed income statement is attached to these minutes. Bank Balance is $11000.00. The report was Approved by the Delegates to file for audit.

Resolutions Committee – J. Cline Members: Mark Jones, Lucille Dicktel, Raynor James Three (3) resolutions submitted. Resolution Authors were reminded to read the “...Be it Resolved” portion at the end

#1 – Resolution to Impeach Barack Obama for Treason – Ron Cherry, Author Ron Cherry, Author discussed the various “Whereas” lines and their authenticity/accuracy. It was duly Moved, Seconded and Approved to add on the last line of the “Now Therefore Be it Resolved” after the word “charges” the words:

4 “... if substantiated initiate Articles of impeachment against President Barack Obama.” The Chairman called for a voice vote on the #1 RESOLUTION with the inserted two (2) words “if substantiated” included. The RESOLUTION was Defeated by the Delegates. #2 – RESOLUTION to CLOSE The PRESIDENTIAL PRIMARY to Registered Republicans ONLY and Change the Date of the Presidential Primary to March 1, 2016 or later – Carl Mischka Carl Mischka provided remarks regarding the Resolution being in two parts.

  • Carl Mischka withdrew the Resolution. No action required.

For more information on the two (2) parts discussed go to our website referencing this Resolution. #3 – RESOLUTION TO SUPPORT ANTI-SLAPP LEGISLATION (STRATEGIC LITIGATION AGAINST PUBLIC PARTICIPATION) – Matt Schwob, Author Matt Schwob, Author; Ralph Scott, Delegate Grantham 1A; and Mark Jones, provided information about the meaning behind SLAPP and the public participation with issues in the public domain that result in stifling/silencing conservative speech which could create cost to individuals through legal prosecution etc. Ron Cherry called the Question. The Chairman called for a voice vote. The Delegates Approved/Passed the #3 RESOLUTION. Resolutions are herewith attached. NOMINATIONS – Lillian Creger, Chairman Members: Matt Schwob, Connie Hanna, Lillian Creger See Attachment of Committee’s List of Nominations & Ballot. Bill Iler, Convention Chairman called for Nominations from the floor for each position. The first two Nominations from the floor were closed

5 It was duly Moved (John Gjertsen) and Seconded (Randy Siler) and Approved by the Delegates to hear from the Nominees of the two contested positions:

  • Human Resources – Lillian Creger and Raynor James
  • Precincts – Jim Cline and Hal James

It was duly Moved (Mark Jones) and Seconded (Raynor James) to allow members

  • f the Delegation to speak in behalf of various Candidates for a limit of 10 minutes

per Candidate and of one (1) minute per speaker. Mark Jones asked for 2 minutes per speaker. The Motion was Defeated by the Delegates. Unfinished Business: There being no unfinished business from the last meeting (March 15, 2014) this meeting was Recessed for 10 minutes. New Business: (a) Presentation of a revised Craven County Plan of Organization – Hal James, Chairman Members: Lucille Dicktel, Catherine Stash, Ceil Wasserman Hal James provided information regarding the Amendments from the Committee’s Plan of Organization. A Motion to Table changes to the Plan of Organization for consideration was Moved (Bob Stash), Seconded (Jerry Cox) and Approved (by the Delegates). Accordingly the Plan of Organization now in use is the one Adopted 21st Day

  • f March 2009 and Amended 8/28/2014.

Note from last year’s Minutes (March 15, 2014) Ceil Wasserman moved to adopt the current Plan of Organization on the basis that the Plan of Organization be thoroughly reviewed and brought next year to the Convention for amending. The motion was seconded by Hal James. Current Plan of Organization (Adopted 21st Day of March 2009 and Amended 8/28/2014) was passed unanimously (b) Election of Delegates to District Conventions (Districts 1 and 3) April 18, 2015 Tarboro and Greenville. – Ceil Wasserman, Credentials Chairman It was Moved (C. Mischka) Seconded (Paul Hill) and Approved by the Delegates to Elect the following Delegates to the 1st District and NC State Conventions representing Craven County. Delegates to 1st District Ron Cherry, Charles Humphrey, Jerry Schill (c) Election of Delegates to District Conventions (Districts 1 and 3) April 18, 2015 Tarboro and Greenville. Delegates to State – June Barbara Laboda, Catherine New, Ron Cherry, Charles Humphrey Jerry Schill

6 A list representing those Delegates who have signed to attend 1st and 3rd District Conventions is attached for verification. (d) Election of Officers, Craven County Republican Party – 2 year terms, Chairman Election of Uncontested Officers: It was duly Moved and Seconded to Elect the Uncontested Candidates for specific Offices by Acclamation. This Motion Carried/Passed. (See Nomination Committee’s attachment from Lillian Creger, Chairman) Election of Contested Officers: Prepared ballots were distributed by the tellers, John Gjertsen, Jeffrey Taylor, Jerry Schill and Matt Schwob to those delegates with red ribbon badges. Surplus ballots were destroyed. RECESS of 5 Minutes was called while ballots were marked and presented to Tellers for tallying the votes for the two contested officers’ positions. The TELLERS reported the following front-runners of the two contested offices: Human Resources – Lillian Creger Precinct Chairman – Jim Cline The tally report was signed by all Tellers; a total of 118 ballots were cast by 123 delegates. The elected Corresponding Secretary, Kim Fink resigned on the floor of the Convention. It was Duly Moved, Seconded (Ceil Wasserman) and Approved by Delegates to elect John Gjertsen to the vacated office of Corresponding Secretary. (e) Special Announcements Kim Cotton West reported that the 3rd District Convention Registration Forms are on line or send to Ceil Wasserman. The Speaker at this meeting is to be Walter Jones and Feature Speaker, Tom Tillis Special Announcement - Dan Forest will be in New Bern at Stanley Hall March 26; 6:00-7:30. CCGOP will not have their regular meeting that evening; however the next CCGOP meeting will be in the month of April. An advisory meeting will also be held, time and place TBA. Croatan has one more delegate to add to the list to go to the State – Moved (Ceil Wasserman) Seconded (Hal James) and Passed to allow the addition to the list for District/State.

7 Phil Law announced his Candidacy for Congress in 2016 with comments about his background and his belief in”... bringing a Seat to the Table from the 3rd District...”. Diann Bucher announced that CCRWC is going to have Hal Wetherman (Dan Forests right hand man) as Speaker March 25th. Mark Jones and Carl Mischka publicly thanked Raynor and Hal James for their service to the CCGOP. There being no further business, the Chairman, Carl Mischka provided closing

  • remarks. Among them Carl questioned – Should the CCGOP’s major Fund Raiser

dinner be titled as is “Reagan Day” or changed to “Lincoln-Reagan Day”? Carl transferred this question to the Executive committee for a decision.
