Credentials Chair, Ceil Wasserman, asked Chairman Carl Mischka if the members would be willing to reopen the Credentials as there were nine (9) late arrivals waiting to be checked in. The credentials were reopened to accommodate the late-comers. Invocations were given by Jerry Schill and Eddella Johnson Pledge of Allegiance to the flag of the United States of America was led by Hal James, Member at Large Verification of proper posting and notice of Convention was provided by Lucille Dicktel, Secretary via a newspaper advertisement that appeared in The Sun Journal ( www.newbernsj.com ), Friday, February 27, 2015 Page A2. (Attached). Welcome of Dignitaries and Guests - Carl Mischka, Craven County Republican Chairman presented: • John Bell, 1 st District NC House Rep. and House Whip • Scott Dacey, County Commissioner • Frank Iler, 17 th District NC House • George Liner, newly elected Commissioner • Representative Michael Speciale, 3 rd District NC House • Senator Norman Sanderson, NC Senate • Chuck Tyson, Mayor of Trent Woods • Steve Tyson, County Commissioner • Tom Mark, County Commissioner were among those included in Mr. Mischka’s recognitions and his expressions of appreciation. Opening Remarks were presented by Chairman, Carl Mischka: There are150 registered delegates listed which doubles the number of participants at any previous CCGOP Convention (Credentials Report – Ceil Wasserman, 1

  2. Credentials Committee, Chairman). How to have a multiplying effect by convincing others of your strong convictions and beliefs was suggested... “So many people don’t know what is going on. . . We have come together and gotten the job done. Everyone pulling the wagon in the same direction... We are making a difference...” Introduction of Speakers Representative Norman Sanderson, NC Senate (7 Min) Representative John Bell, 1 st District NC House and House Whip (4 Min) Representative Michael Speciale, 3 rd District NC House (6 Min) All three speakers spoke about various points of interest related to their respective elected positions. They expressed their gratitude for the hardworking people whom they represent. Recess – Moved (Sabrina Bengel), Seconded and Approved to cancel this Recess and proceed with the business of the Convention . Appointment of Convention Officers – Carl Mischka Carl Mischka, Chairman announced the following appointments: Chairman: Bill Iler, Beaufort County Sergeant at Arms: Matt Schwob Parliamentarian: Mystre’ Van Horn, RP (AMS, CMCA, NRP,CMIA) Secretary: Lucille Dicktel Report of Credentials Committee – Ceil Wasserman, Chairman Committee Members: Cathy New, Rieko Evans, Gloria Strong Various corrections were brought to the attention of Ceil Wasserman, Committee Chairman for review. The approval/authorization of the Credentials was postponed (5 Min) for verification of changes/corrections. Jerry Cox, West New Bern commented briefly on the importance of submitting correct numbers of Delegates/Alternates to the NCGOP. He gave an example of votes in Mecklenburg having been cancelled at Convention due to discrepancies not clarified . Final Report of Credential Committee (See Attachment) Ceil Wasserman, Credential Committee Chairman, after a short recess to correct the previous stated number of delegates/alternates, reported the number of delegates present representing the various Precincts as 126 Delegates and 3 Alternates. The report was Approved by Convention Delegates accepting the Final Report of the Credential Committee (126 Delegates; 3 Alternates). • Moved (Tony Michelek), Seconded (Catherine Schwob) The Committee’s signed document is attached listing Precincts with their respective number of Delegates allowed and noted number of Delegates present . 2

Adoption of Rules of the Convention – Tim Burelle, Chairman Change to Rules Approved by Delegates. • Moved (Paul Hill), Seconded (Catherine Schwob) Rule four (A) – Change Date and Time • Date: March 15 to March 14, 2015 • Time: 8:45 AM to 9:10 AM. allowing a period for registration Motion to adopt the Rules Approved by Delegates with two changes (noted above). • Moved (Tony Michelek) Seconded (Lillian Creger) Adoption of the Agenda Motion to adopted the Agenda as published Approved by Delegates • Moved (J Gjertsen) Seconded (Lillian Creger) Adoption of the Minutes of March 14, 2014 – Lucille Dicktel, Secretary Since there was no microphone from which to project low voices, Carl Mischka agreed to read/review the Minutes of March 15, 2014 in Lucille’s place since his voice carries well throughout the entire room. Minutes of March 15, 2015 Approved by the Delegates as Read and Reviewed by Carl Mischka, CCGOP Chairman • Moved (Jerry Cox) Seconded (Ron Cherry) Treasurer - William Taylor William Taylor gave the treasurer's report. The detailed income statement is attached to these minutes. Bank Balance is $11000.00. The report was Approved by the Delegates to file for audit. • Moved (John Wood, Brices Creek); Second (Cat Stash, Grantham 1A) Resolutions Committee – J. Cline Members: Mark Jones, Lucille Dicktel, Raynor James Three (3) resolutions submitted. Resolution Authors were reminded to read the “...Be it Resolved” portion at the end of each document. This is what the Delegates are voting on. #1 – Resolution to Impeach Barack Obama for Treason – Ron Cherry, Author Ron Cherry, Author discussed the various “Whereas” lines and their authenticity/accuracy. It was duly Moved, Seconded and Approved to add on the last line of the “Now Therefore Be it Resolved” after the word “charges” the words: 3

  4. “... if substantiated initiate Articles of impeachment against President Barack Obama.” The Chairman called for a voice vote on the #1 RESOLUTION with the inserted two (2) words “if substantiated” included. The RESOLUTION was Defeated by the Delegates. #2 – RESOLUTION to CLOSE The PRESIDENTIAL PRIMARY to Registered Republicans ONLY and Change the Date of the Presidential Primary to March 1, 2016 or later – Carl Mischka Carl Mischka provided remarks regarding the Resolution being in two parts. • Carl Mischka withdrew the Resolution. No action required. For more information on the two (2) parts discussed go to our website referencing this Resolution. #3 – RESOLUTION TO SUPPORT ANTI-SLAPP LEGISLATION (STRATEGIC LITIGATION AGAINST PUBLIC PARTICIPATION) – Matt Schwob, Author Matt Schwob, Author; Ralph Scott, Delegate Grantham 1A; and Mark Jones, provided information about the meaning behind SLAPP and the public participation with issues in the public domain that result in stifling/silencing conservative speech which could create cost to individuals through legal prosecution etc. Ron Cherry called the Question. The Chairman called for a voice vote. The Delegates Approved/Passed the #3 RESOLUTION. Resolutions are herewith attached. NOMINATIONS – Lillian Creger, Chairman Members: Matt Schwob, Connie Hanna, Lillian Creger See Attachment of Committee’s List of Nominations & Ballot. Bill Iler, Convention Chairman called for Nominations from the floor for each position. The first two Nominations from the floor were closed • Chairman ( closed by Jerry Schill) • 1 st Vice Chairman (closed by Ron Cherry) All of the rest were closed by the speaker as Nominations from the floor were requested. The MAL Human Resources and MAL Precincts, two positions, had nominations from the floor: Human Resources – Lillian Creger Nominated from the floor Precincts – Jim Cline Nominated from the floor 4
