Site Specific Standard for Particulate and BAP

  • On March 27th, 2015 Essar received a Site Specific Standard for Particulate

accompanied by a Directors Order which sets specific emission limits in cokemaking: – Certified observers (per EPA Method 9 and Method 303) – 5 days per week, 10 Saturdays and 10 Sundays each year – Must observe daily per battery: 4 pushes, 5 charges, all lids, all doors, all standpipes – Must make operational adjustments if over the daily limits and notify MOE

Cokemaking Investment Plans - #7 Battery

#7 Battery Revitalization – Progressing with #7 battery Revitalization Project. Work includes:

  • Buckstay changes (24 to be changed in 2017)
  • Door and jamb changes (31 jambs to be changed in 2017)
  • Standpipe and gooseneck changes (12 to be changed in 2017)
  • Installation of water seal standpipe caps
  • End flue repairs
  • Regenerator chamber repairs
  • Ensuring functional heating, decarb, steam and coal feed systems

Cokemaking Investment Plans - #8 & #9 Batteries

  • #9 Battery scheduled for six thru-walls to be completed in 2017

– $9.6Million dollar investment – 6 additional thru-walls planned for 2018

  • Long term compliance plan is being executed including:
  • Repair or replacement of oven components (steelwork, refractory)
  • Design and installation of new equipment (water seal standpipes, modular

spare door extractor, cameras, radar spotting)

  • Increased door replacement and program expansion

Public Complaints

There was one complaint received by the Facility since the last meeting of the CLC that related to a matter addressed in the Order.

  • Pushing Emission on March 19, 2017
  • Incident of dark push
  • Spill Report was entered and submitted to the MOE
  • Corrective Action Taken: Inspected the next ovens scheduled to be pushed and

ensured coking process was fully completed before pushing the oven

Site Specific Standard for Benzene

  • The Benzene SSS approval and order requires continued addition to Benzene

Emission Control (BEC) systems followed by on site monitoring

  • Plan is to connect remaining uncontrolled sources to BEC

– Three sources to be controlled by 2017 year end – #8 Tar tank controlled in April – 9b Tar decanter control scheduled in June – North Raw Liquor Tank to be controlled by year end – Three sources to be controlled by 2020 year end.

  • Will then conduct ambient monitoring on site to identify further benzene

sources and develop control plans if required

Boat Slip Sediment

  • Planning dredging to be undertaken in Summer 2017
  • Working on obtaining permits and scheduling
  • Permits include:
  • In-water works
  • Landfill ECA amendment

Export Dock

  • The export dock was made by the controlled sinking of an old ship in 1987
  • Monday May 15th an oil sheen was discovered coming from the export dock
  • The sheen was observed coming from a hole in the ship and emergency

response protocol was initiated immediately to contain the area with booms

  • All relevant authorities were notified and have remained involved: MOECC,

Transport Canada, Canadian Coast Guard and the DFO

  • Upon investigation drums containing oil and grease were discovered inside the

ship and were removed immediately along with any other visible contaminants

  • Skimming of residual oil sheen inside the ship continued until no visible sheen
  • The hole in the ship which was originally a result of a vessel collision in 2007 is

being sealed by installing large steel plates which will contain any unknown contaminants inside the ship.

  • All necessary permits to conduct this work have already been obtained

Road Paving

Continuation of road paving activities for dust control Currently planning to pave two areas with 6” asphalt in 2017

  • 150 m on pot-hauler road near #4 gate
  • 200 m near material reprocessing (high traffic area to the west)

Noise Abatement

  • Early in 2014 the MOE accepted a five year plan to reduce noise emissions from

10 sources at the facility. Three source controls installed.

  • 2017 abatement plans

– Cooling tower fan motors – Gas cleaning plant fan motors – BOSP excess steam

New Environmental Compliance Approval Applications

  • Currently the following applications are with the MOE for processing:

– Administrative amendment to the steelmaking effluent treatment system ECA resulted in the MOECC requesting a new site wide ECA for all effluent discharges in order to update the Ministry’s records. – Algoma will be submitting a priority request for amendment to the landfill ECA to allow for the disposal of larger quantities of dredged river sediment than currently permitted, which will allow for the boat slip dredging to occur.

New Provincial Regulation – Cap and Trade

  • First government auction raised $472 million to be re-invested into GHG reduction

initiatives

  • CO2 emission reduction opportunities continue to be evaluated internally. Some GHG

reduction projects will be completed in 2017 and will result in real reductions.

  • Algoma has applied for funding in support of a reduction opportunity.

Public Open Houses

  • Last open house held on December 14, 2016 at the new Library at the Northern

Community Centre. – Focus was on Cokemaking Site Specific Standard performance and efforts to reduce emissions from Cokemaking.
