GOAL OF THE LIAISON COMMITTEE  As part of the Blackspring Ridge Wind Project, a Liaison Committee was established to facilitate the participation of the community in the development of the wind farm.  The Liaison Committee will ensure that the interests of landowners are considered and participation of local businesses and services is encouraged. The objectives of the committee are to:  Ensure effective communication between all stakeholders and EDF EN Canada Development Inc., acting as Manager on behalf of the Co-Owners  Understand issues related to the development, construction and operation of the wind farm;  Recommend satisfactory solutions to stakeholders;  Identify potential opportunities for local business and services 2

  4. BLACKSPRING RIDGE TEAMS  Commercial Operation was reached in May 2014. Various teams have been hired, trained and are currently in year 3 of the 20 year Operations phase.  Following is a brief description of each of the teams responsibilities:  EDF EN Canada Development Inc. : ECDI remains the Manager of the Project and will continue to be the main point of contact for all stakeholders and manage tasks such as landowner payments.  Enbridge : Enbridge is the Balance of Plant Operations & Maintenance (BOP O&M) Manager and is responsible for the maintenance of the site and the substation.  Vestas : With approximately 20 technicians on site, Vestas is the Operations & Maintenance Manager for wind turbines and is responsible for the day to day Operations & Maintenance (O&M) of all the turbines. 4

  5. RESTORATION/RECLAMATION  Reclamation Inspections resumed this Spring with the few outstanding portions of land remaining to be signed off. The objective is to revert lands used during the construction process to their original land use (grazing or cultivation), not required during the operation of the wind farm moving forward.  Landowners who have not signed off on reclamation will be personally visited and a comprehensive review of all lands is conducted.  All project landowners will sign off on their satisfaction that reclamation is acceptable. 5

  6. SAFETY ON-SITE  We want to remind all of safety, as it is always priority.  Underground cables, junction boxes, overhead lines and substation are all energized. If your work involves digging, please contact Alberta One Call at 1-800-242-3447 or visit www.clickbeforeyoudig.com.  Please use caution when operating all vehicles and/or equipment near and around the turbines.  Crop Spraying Notification postcards were sent to all landowners April 27, 2016. 6

  7. SAFETY ON-SITE  New project safety signs will be placed in the fall of 2016 at each turbine access road, with the following information: 7

  8. MAJOR REPAIRS  Three major repairs taking place on site this summer (one completed in June), which consists in replacing the main bearing. Vestas plans to complete the 2016 campaign by August.  Prior to any repairs or major work within the project, David Heyboer will be in contact with landowners to keep them informed of the upcoming work. 8

  9. LANDOWNER PAYMENTS  Rent payments for 2016 were processed and distributed February 2016.  Royalty payments related to the production of the Blackspring Ridge Wind Project for:  2015 Quarter 4 (October/November/December) were deposited February 2016.  2016 Quarter 1 (January/February/March) were deposited April 2016.  2016 Quarter 2 (April/May/June) Royalty payments will be processed in July 2016, once full production data has been received. 9

  10. LANDOWNER CHANGES  In the event you purchase land with in the project the below 2 items will be sent to you via email or regular mail upon notification to the Liaison Office:  Change of Ownership Form – To be completed by the new owner(s), along with 1 of the required supporting documentation stated on the form  Direct Deposit Authorization - to be completed, signed, dated and returned with a copy of the void cheque  In the event you sell land within the project, notification from yourself or your representing lawyer will need to be provided to the Liaison Office.   11. ENVIRONMENTAL MONITORING - OPERATIONS PHASE  EDF EN Canada and Enbridge consider environmental protection to be an important and integral part of the Project.  AUC confirmed in March that the project sound level is in compliance with the requirements, following the supplemental study (Oct. 2015).  Results and reports can be found on the AUC website: http://www.auc.ab.ca/applications/current-applications  application 1611025-1  proceeding 3537 11

  12. ENVIRONMENTAL MONITORING - OPERATIONS PHASE  Post construction monitoring of birds and bats is currently in progress by Stantec until the end of September (as required by Alberta Environment and Sustainable Resource Development). Current numbers for 2016 are as follows:  34 bat fatalities in the Project area within the first nine weeks of monitoring.  22 bird in the Project area within the first nine weeks of monitoring. 12

  13. COMMUNITY PROJECT FUND APPLICATION PROCESS  2016 marks our third year of the 5 year program.  A kick off meeting was held May 26, 2016, in which we invited those interested from the community to come ask any questions they may have and to learn about the program and its application process.  Applications and guide are available online at www.blackspringridge.ca as of May 26, 2016 until the deadline date of August 26, 2016.  Completed applications will need to be sent in on or before August 26, 2016 by either:  Email: blackspringridge@edf-en.ca  Mail: Blackspring Ridge Community Project Fund PO Box 375 Champion, AB T0L 0R0  All applicants will be notified of their status by September 15, 2016. *Copy of the 2016 announcement that was placed in the Vulcan Advocate 13
