Should the city council and the mayor’s administration commit time and resources in an attempt to develop a comprehensive sidewalk program to assure that sidewalks

their condition, and that sidewalk gaps are filled in -- for example, walking routes to transit stops and key locations within pedestrian priority areas documented by the city's recently adopted pedestrian plan – all with the understanding that such a program would require additional fees or taxes for property owners.
