- Consultation requirements
- Certification, adoption and gazettal
- Review and replacement
- Implementation of a CMP
Part B - Stages in developing a coastal management program
The manual will incorporate a flexible process to recognise and ‘fast-track’ those councils with well-developed coastal management strategies, policies and practices
Stage 1: Scoping study
- Review current
management approaches
- Which coastal
management areas apply?
- Define CMP area(s)
- Confirm objectives
- CMP or strategic review
Define purpose of CMP planning process
- Which of the four areas
do we need to look at in more detail?
- Gap analysis for
environmental, coastal use and vulnerability issues
Determine areas where action is required
- Identify opportunities
for improvement
- Performance of existing
management
- Are changes or
additional information needed?
Performance review
- f existing
management
- Stakeholder engagement
strategy
- Planning for subsequent
stages
- Opportunity for NSW
Coastal Council advice on proposed path forward
Prepare scoping report
Stage 2: Detailed studies
- Identify and analyse priority issues
- Quantifying likelihood of hazards and
threats
- Refine understanding of consequences and
vulnerability
- Inform selection and evaluation of
appropriate actions
- Define and quantify current and future risks
Stage 3: Response identification and evaluation
- Confirm strategic direction for each management area
- Identify potential actions to enhance coastal values and mitigate
unacceptable risks
- Identify actions and opportunities for integrated management within
IP&R and land use planning frameworks
- Examine feasibility and viability of actions
- Prepare business case:
- distribution of costs and benefits
- funding and financing arrangements
Stage 4: Finalise, exhibit, certify and adopt the coastal management program
Prepare and exhibit draft CMP
- Prepare draft CMP
- OEH review for
consistency with requirements
- Draft CMP placed
- n public exhibition
Submissions report and final draft CMP
- Prepare submissions
report for council consideration
