The VDC program serves Veterans of any age who are at risk of admission to an institution as well as their family caregivers.

  • Veterans receive a flexible service budget they use to hire

family, friends, and neighbors to provide long term services and supports (LTSS).

  • Veterans also receive facilitation services from a Person

Centered Counselor (Options Counselor) and financial management support from a Financial Management Services (FMS) organization.

  • Veterans determine how to use their VDC budget and hire,

schedule, direct, and fire their employees.

VDC Framework

  • VA Medical Centers (VAMCs) purchase the VDC program

from Aging and Disability Network Agency (ADNA) Providers, including:

 Area Agencies on Aging  Aging and Disability Resource Center/No Wrong Door Systems  Centers for Independent Living  State Units on Aging

  • Before offering VDC, ADNAs complete a VA Readiness

Review (RR), conducted by VA Central Office

Ensures ADNAs have demonstrated the skills and competencies to deliver VDC to Veterans

VA Policy Updates: Program Improvements

  • Improvements are underway to support VAMCs with:

► Reducing the time for VDC reimbursement and likelihood of

partial/incomplete payments

► Program management simplification ► Growing/expanding the VDC Program to serve more Veterans with

LTSS Need that desire to self-direct

  • These improvements will support VDC Providers and FMS

Providers with:

► Less variation in efficiency for billing & invoicing across VDC

Programs

► Standardization in program management practices such as

development of VDC Spending Plans and Monthly Service Reports

► Increased access and Veteran census

VA Community Care Networks

  • VA has made three awards for

Community Care Network (CCN) Regions 1, 2 and 3

► The VA CCN Regions are

included in the map to the right

► Region 4 is expected to be

awarded in April 2019

► Regions 5 and 6 cover Alaska

and the Pacific Islands, respectively

VA Community Care Networks

  • There will be two opportunities for non-VA Providers to participate in

VA’s Community Care Program

► By directly entering into agreements with VA’s CCN Contractors (e.g.

third party administrators)

► By directly entering into Veteran Care Agreements with VA Medical

Centers

  • More information on Veteran Care Agreements will be released in a

Federal Register notice

  • At this time, there is no action needed by VDC Programs or VDC

Providers

  • More information regarding the impact of VA CCN on the VDC

Program will be provided as it becomes available
