  5. Why Calculate School Capacity? • To plan schools that are the right sizes to accommodate students in each region of the city • To place academic programs to meet student needs • To maximize the efficiency of building use 4

Definitions/Terminology • Classroom is generally defined as a space greater than or equal to 700 sq. ft. for teaching and learning • Preparation-Conference-Planning (PCP) Per the collective bargaining agreement, PCP is calculated at a ratio of 1 PCP per 8 general education & self-contained SpEd classrooms, e.g., PE, art & music classes 5

Definitions/Terminology (continued) • Weighted Staffing Standards (WSS) is defined in the SPS school budget as a staffing allocation model based on individual school poverty rates • For the 2018- 19 school year’s allocation, the poverty measure used is percentage of Free and Reduced Price Lunch students enrolled as of the end of January 2018 6

Definitions/Terminology (continued) • Right Size Capacity (for long-range planning) is the total number of students a permanent school building can house with all appropriately sized (≥ 700 ft 2 ) and configured classroom spaces loaded with the maximum number of students per the negotiated agreement on class sizes • Operational Capacity (for short-term planning) is the maximum capacity of a school including portable classrooms and/or converted/potentially can be converted childcare rooms and/or computer labs 7

Variables Impacting Capacity • Number/types of classrooms • Class size/staffing ratios per WSS & the collective bargaining agreement • Academic programs • Schedules/utilization rate • Limitation of teacher assignment to no more than two teaching stations per the collective bargaining agreement. More than one teaching station can only be assigned when specific conditions are met. • Community partnerships (e.g. preschool & community learning center) 8
