Post-Fire Hydrogeological Assessment of Site

Third party review of the fire monitoring data (Beckingham Hay River Landfill Fire – Environmental Monitoring Report) provided results and recommendations. The Town proposes a Study covering the following:  Surface Water  River Water  Groundwater

  • 1. Surface Water

 At Landfill Fire Site (SW13, SW1, and SW7):

 Conduct a one-time surface water sampling program on the landfill during the upcoming spring snowmelt runoff event. Analyze for dioxins and furans, total metals, PAHs, VOCs, and routine parameters.  Should the parameters not exceed guidelines no further sampling will be conducted.

 Soil Sampling at Landfill Fire Site:

 Conduct a one-time sampling program and SW13, SW1, and SW7 at 0 – 15cm depth. This is to assess potential residual soil contamination from the fire. Conducted at the same time as the surface water sampling above. Analyze for dioxins and furans, total metals, PAHs, VOCs, and routine parameters.  Should the parameters not exceed guidelines no further sampling will be conducted.

  • 1. Surface Water cont.

 Upstream of the Landfill (SW5 and SW9)

 Conduct confirmatory upstream river sampling program to confirm the elevated total metals and routine parameters found at upstream river samples are background concentrations.

 Downstream of the Landfill Fire (SW2, SW10, SW11, SW12, SW14, SW8, SW6, and SW3)

 The elevated routine parameters found downstream of the landfill were also found upstream and may not be directly related to the 2019 landfill

  • fire. The sampling of the river upstream will confirm if it is background

concentrations.

  • 2. River Water

 Conduct a one-time river sampling program at River-1, River-2 and River-3 after snowmelt runoff and any precipitation event  Analyze for dioxins and furans, total metals, and routine parameters.  If the parameters do not exceed guidelines, there is no need for further sampling

  • 3. Groundwater

 Routine Water Analysis

 Cl levels will continue to be monitored at the Site as part of the on- going groundwater monitoring program. Will continue to monitor Cl levels.

 Petroleum Hydrocarbons

 Monitor the 0053-5c, 5d, and 5e groundwater wells semi-annually for PHCs.

 Volatile Organic Compounds

 Continue to monitor VOCs at 0053-5c and 5d.

 Dioxin and Furans

 Sample for dioxin and furan sampling for the next spring and fall monitoring events. Results to be assessed after the data has been review.

Results Analysis and Reporting

The findings of the Study will be reported as part of the 2020 Annual Report. Should further actions (i.e. environmental management plan or continued monitoring) it will be submitted to the Board either as soon as it is determined (environmental management plan) or as part of the Study results (continued monitoring).
