AIR TRAFFIC FLOW MANAGEMENT

AIR TRAFFIC FLOW MANAGEMNET

ATFM is a service provided with the objective to enhance the efficiency

  • f the ATM system by,

 Strategic and Tactical balancing of the demand against

available capacity;

 optimising the use of available resources ;  adopting a collaborative process through Collaborative

Decision Making (CDM) involving all stake holders

 AND through pre-defined management techniques

NEED FOR ATFM

  • Finite Resources – Airport, Airspace
  • Ever increasing growth – Increasing Demand for access
  • Contingencies – Unexpected decrease in capacity (weather ,

emergencies)

  • Need for balancing Demand and Capacity for “ PLANNED”
  • ptimum utilization of resources

ATFM OBJECTIVES

Ensure safety Maximize throughput; Make efficient use of available capacity; Manage controller workload; Provide equitable service; Achieve environmental efficiencies. Improved on-time arrivals; Minimizing delays; Optimizing passenger/crew/aircraft connections; Minimizing turn times; Optimize flight profiles and routes during adverse weather conditions; and Optimize recovery solutions during and after disruptive events.

AAI CENTRAL ATFM STRUCTURE

  • Objective is to manage and optimize

traffic flows by actively collaborating with airlines, airport, defense and

  • ther stakeholders on daily basis.
  • The Central Command Center ( CCC)

will receive strategic and tactical FPL , Weather, Airspace ,Traffic, Airport information for accurate Situational Awareness and decide on needed ATFM measures.

  • Traffic Management Unit (TMU) will

be the unit implementing ATFM program at local ACCs, APP and TWR units.

  • Phase 1 C-ATFM operations involve

− a CCC at Delhi and − 6 TMUs at the ACCs of

  • Delhi, Mumbai, Chennai, Kolkata, Bangalore and Hyderabad
  • These cities’ airports handle about 60% of Indian traffic
  • Most of the congestion is associated with these airports/ACCs

AIR TRAFFIC FLOW MANAGEMENT IMPLEMENTATION

Integrated C-ATFM implementation in India Is planned in a phased manner. First phase ( 2015 ) C-ATFM System will consist of CCC at Delhi and TMU at SIX MAJOR INDIAN Airports Second Phase (2016 ) C- ATFM system will cover the entire Indian airspace Third phase (TBD) Indian ATFM will be integrated with neighboring States to cover the traffic flow from/to & over Asia Pacific Region.

PROCEDURES ATFM IN PHASES: OVERVIEW

  • Strategic (up to six months in advance)

– DCB analysis on the basis of biannual Strategic Network Operations Plan

  • Pre-Tactical (tomorrow up to seven days in advance)

– Objective: Refined DCB analysis on the basis of Pre-Tactical Network Operations Plan

  • Tactical (current day operations)

– Accurate prediction of ATFM measures, which may still be modified based on CDM up to six hours in advance of operation

  • Post-Operational

– Analysis on the basis of executed flights

STRATEGIC ATFM DATA MANAGEMENT

  • A Phase for gathering and analysing Capacity and Demand data:

– Flight Schedule Data: – Slot Allocation Process ( Bi Annual Process ) – Assess, review and publish:

  • Airport capacity
  • Airspace capacity

– RPL files: airlines – Capacity information: airports, AIP supplements, NOTAMs, Airspace closure – Major events: Sports events, Elections, Trade Fairs ……. – Weather: long term prediction

TACTICAL ATFM DATA MANAGEMENT

  • FPL update: through AFTN messages
  • FDP data (which includes SSR Code allotment data)
  • Capacity impact assessment procedures:

– Due to Nav.aids outages, – availability or non-availability of airport facilities, – airspace closures, – Weather – manpower, – VIP movements, et cetera

POST OPERATION ANALYSIS

  • Effects of ATFM procedures
  • Frequency of reports

– Between once a week and once a month

  • Content of reports

– Metrics: average delays, throughput, number of flights affected, number of compliant flights , effectiveness of ATFM

  • Access to reports (via portal)
  • Action items to be taken on the basis of the contents, in particular

feedback to Stakeholders

CDM PROCEDURE

  • To a varying extent, CDM is already in practice with

– Airports (as far as using A-CDM) – Aircraft Operators (Domestic flights via A-CDM)

  • In Phase 1 C-ATFM operations;

– CDM regarding ATFM measures – Telecon, Web , Through CCC…. – CDM Partners ( Airlines) are provided with the capabilities to adjust their schedule to optimize their operations on the basis of available capacity and TMIs

SLIDE 27

FPL PROCEDURES

  • The current procedures regarding Flight Plan submissions will

continue during Phase 1, except that submission must be at least three hours in advance (up to five days in advance)

  • During Phase 1, all FPL will be internally routed by AAI to CCC
  • All domestic airlines will be required to submit RPL files to CCC in

addition to the existing submissions

  • Online FPL to be routed to CCC in addition
  • Changes regarding FPL procedures regarding Change/ Mod/ Cancel/

Suspension are to be described in AIP Supplement

TRANSITION SOME MAJOR CHANGES TO PHASE 1

  • Creation of CCC, TMU and C-ATFM Infrastructure
  • Manpower training - AAI , Airlines, Military ATC ……
  • ATFM Procedures – Publication by Regulator

– Change in FPL procedures – Assigning slot times – Capacity declarations for airports, airspaces ….

  • Sharing of data – Airlines, Military, ATC, Met
