Subscription to a Digital Legal Information Source for the Department of Defence (DOD) for a period of 24 months.

 The scope of work includes the following –

• The provisioning of a subscription service, delivering a digital, up-to-date, legal

information source as specified in section 2.2.

 The scope of work excludes the Provisioning of physical or digital (i.e. CD or

DVD) copies of the contents of the information source.

liance Evid vidence reference (1) ) BIDDER EX EXPERIENCE AND CAPABILITY REQUIREMENTS The bidder must have provided a similar Digital Legal Information Source for Subscription as described in Section 2.2 to at least one (1) customers during the past three (3) years. Provide a letter of affirmation from Business or Government customers to whom the service was delivered or a sworn affidavit to this effect. Each letter must be dated, signed and on a letterhead of the customer and indicates: (a) The customer Company name and physical address; (b) Customer contact person’s name, telephone number and email address; (c) Services description; and (d) Service Start and End Date. Note: SITA reserves the right to verify information provided. (2) ) SER ERVICE REQUIREMENTS The bidder must provide a Digital Legal Information Source for Subscription that meets the specifications as defined in Section 2.2. Complete and submit the Table below and provide a sworn affidavit as evidence to the following:

 The successful bidder must provide a hosted subscription service, delivering a

digital, up-to-date, legal information source that includes information regarding:

• South African Legislation (National and Provincial). The following information must be

available:

• Indexes
• Alphabetical Table of statutes
• Chronological Table of statutes
• Government Gazette Index
• Quick guide
• Full text of Acts, Regulations (including amendments), cases and judgments.
• Principal Acts and Regulations
• Amendment Acts
• Repealed Acts and Regulations
• Bills
• Cross referencing (i.e. links) between records and references, and between records and other

records, footnotes and relevant information.

• South African Law Reports.

 The bidder must ensure that the source is accessible via Microsoft Internet

Explorer (MS IE) v11, with the following requirements:

• Access service – username and password are required.
• Ability to save content on a desktop for offline work.
• Ability to print content.
• Use Simultaneous access for unlimited registered Department of Defence (DOD) users.

 The Bidder must ensure that the subscription services includes the following:

• Continuous updates of the provided content. The content of updated information must be

made available within 14 calendar days of publishing, while the content of previous versions remains accessible.

• A notification service on all feeds, changes and additions.
• Subscription support service.
• Search facility (standard and advanced) that covers all data bases.
• A daily “current awareness” service providing updates on:
• News.
• Legislation.
• Case Law.
• A monitoring service, where specific acts can be selected from a list to be monitored.
• Email facility, i.e. the ability to send information from the information source’s site to a

colleague.
