Brief History

Fryer Commission Report recommended to develop a comprehensive joint union-management training in labour relations (2001). PSAC and TBS negotiated a pilot project through a MOU about joint learning with the objective of improving labour relations (2001) . Between 2004 – 2007 hiatus period – no mechanism in place for the continuation of the program at the expiry of the collective agreement. JLP was established as a “Program” in 2007. The MOU includes a bridge funding mechanism until the subsequent collective agreement is signed. The Program was renewed in 2011 including provisions for the participation

  • f the other Bargaining Agents. In 2017, the JLP was renewed again.

Joint Learning Program Mandate: To improve workplace relations and deepen

understanding of the roles of the union and the employer in the core public administration.

Workshops on 7 topics:

  • Preventing Harassment and Violence in the Workplace (new)
  • Mental Health in the Workplace
  • Respecting Differences/Anti-Discrimination
  • Duty to Accommodate
  • Employment Equity
  • Labour-Management Consultation
  • Understanding the Collective Agreement

Experiential Learning Approach

  • Participants apply knowledge through hands-on experience

  • Discussion on relevant and sensitive topics in an egalitarian

learning environment that fosters respect amongst each other

Peer Facilitation

  • “Volunteer” peer facilitation model is at the very heart of the

JLP and it increases credibility and ownership.

  • Interested persons submit an application with the support of

their manager and union representative (for union facilitators).

  • Attend a one-week orientation session on facilitation. Access

to the facilitation notes and materials to assist learning about the issues of the workshop.

  • Learn new transferable skills, effective communication, team

work, conflict resolution, which enhances professional life.

Request Based Workshops

  • Submit joint union-management request online for one of

the seven topics.

  • Organizers have access to a small budget to assist with the

logistics.

  • Workshops are limited to between 15 and 20 participants.

mental health in the workplace and to equip individual employees with the knowledge and skills they need to proactively and effectively support a psychologically safe and healthy workplace.
