provide urban services to the unincorporated areas of the county, and has directed urban growth to cities/urban areas with services.

  • Since 1995 the county has placed a higher priority on

maintaining/reconstructing roads that serve the most people and connect communities and has not reconstructed subdivision paved roads.

  • Unincorporated subdivisions have been expected to pay for the

reconstruction of their paved roads through improvement districts (for example the Gunbarrel General Improvement District and the Palo Park Local Improvement District).

  • The County does maintain all county roads: plowing, potholes,

culverts, patching, etc.

So What’s The Problem?

  • Subdivision paved roads are deteriorating

– 30% in good condition (20% near fair) – 36% are in fair condition – 34% are in poor condition

  • The cost to bring all subdivision roads up to good condition in the next

5 years is about $22 million over the next five years.

  • Every year of delay increases the cost by $1.5 - $2 million
  • The county Transportation Department receives about $10-$12 million

each year that can legally be used for repair and reconstruction of county roads and uses those funds on the primary roads that are used by the most people, or serve as critical community connections.

  • A special van drives every paved road in the county and measures

pavement distress (ie cracking/potholes, etc) with laser measuring device.

  • Based on the number and depths of cracks, each section of road is

rated is given a Pavement Quality Index number, or PQI, from 1 (Bad) to 10 (perfectly paved).

  • Surveys are conducted every two to three years
  • The most recent survey cost $41,000
