Tennessee General Assembly passed legislation that requires
the two state systems of higher education, The Tennessee Board of Regents (TBR) and the University of Tennessee (UT), to develop seamless transfer pathways that permit community college students to complete curricula in associate’s degree programs that lead directly to majors in all public universities effective fall 2011.

- Dual Credit
- A high school course aligned to a postsecondary course that is
taught at the high school by high school faculty for high school credit.
- Students are able to receive postsecondary credit by successfully
completing the course, plus passing an assessment developed and/or recognized by the granting postsecondary institution.
- Dual Enrollment
- Dual Enrollment is a postsecondary course taught either at the
postsecondary institution or at the high school by the postsecondary faculty (may be credentialed adjunct faculty) which, upon successful completion of the course, allows students to earn postsecondary and secondary credit simultaneously.

Tennessee Transfer Pathways are advising tools designed
to help community college students plan for transferring to a Tennessee university to complete their baccalaureate degree

New Transfer Program Developments
Dual Admission allows a student to be dually admitted
to both a community college and a four-year institution. The student has two academic advisors to ensure seamless transfer. Often the student receives a student ID from each campus and has access to all social, athletic, and learning support services on both campuses.
Reverse Transfer provides for a credit review of
students transferring from a community college to a four year institution prior to receipt of the associate’s degree to determine, if and when, the students complete the associate’s degree requirements and, if so, to award them an associate’s degree

Campus-Specific Programs are a series of courses or requirements resulting in the awarding of a degree or certificate that is taught entirely or predominately through the use of online courses
Massive Open Online Courses (MOOCs) are online courses aimed at large-scale interactive participation and

materials such as videos, readings, and problem sets, MOOCs provide interactive user forums that help build a community for the students and faculty

Competency-based Education
- Although competency-based education is an old concept, Western
Governors’ University (WGU) and Southern New Hampshire University (SNHU) are redefining the concept
- In a competency-based model, students earn course credit for skills
and knowledge they have gained through life experience(s). This is assessed by standardized tests and is in direct contrast to receiving credit based upon seat time.

Teacher Evaluation: In July 2011, Tennessee became one of the
first states in the country to implement a comprehensive, student
- utcomes-based, statewide educator evaluation system
- The act required 50% of the evaluation to be comprised of student
achievement data
- 35% of the evaluation is based on student growth as represented by the
Tennessee Value-Added Assessment System (TVAAS) or a comparable measure
- 15% of the evaluation is based on additional measures of student
achievement adopted by the State Board of Education and chosen through mutual agreement by the educator and evaluator
- The remaining 50% of the evaluation is determined through
qualitative measures such as teacher observations, personal conferences and review of prior evaluations and work
Teacher Licensure: The Department of Education has
recommended changes to the current licensure system and will vote on these July 26, 2013
- The proposed changes streamline license types, introduce more
rigorous entry requirements, and connect licensure to performance data.
