Funding adjustments and MAP-21 status update

  • Based on updated financial forecast from February of 2014

– Does not assume increased obligation authority for MAP-21 extension or additional state funds for proposition 1. – Includes additional state funds to utilize savings from prop 14 debt service updates. – Includes additional TMF bond proceeds based on updated revenue estimates. – Includes additional year of program funding (2024).

  • Awaiting final action on federal highway funding bill extension

– House: $11 billion extension to May of 2015. – Senate: $8 billion extension to December 19, 2014. – House and Senate must reconcile difference by COB today (July 31st) or August recess may push trust fund into insolvency.

– Additional safety/maintenance and energy sector projects – Multimodal projects – Strategic corridors

  • Up to $400K of federal STP funding for abandoned railroad right of way

preservation with NETRMA. – 6 month funding window for Union Pacific and NETRMA to negotiate – NETRMA would provide local funding match – Commission will review and approve funding agreement

Transportation funding ballot proposition (proposition 1)

  • Texas voters will vote on a proposed amendment on November 4, 2014. The ballot

proposition will read: The constitutional amendment providing for the use and dedication of certain money transferred to the state highway fund to assist in the completion of transportation construction, maintenance, and rehabilitation projects, not to include toll roads.

  • If Proposition 1 is passed, the funds when appropriated “must be used and allocated

throughout the state by the Texas Department of Transportation consistent with existing formulas adopted by the Texas Transportation Commission.” Source: HB1, Third Called Session, 83rd Legislature

Transportation funding ballot proposition (Proposition 1)

Basic tenets of conceptual distribution approach:

  • Funds should be used to address state’s four goals:

– Maintain a safe system – Address congestion – Connect Texas communities – Best in class state agency

  • Funds should be distributed in proportion to the state’s $5 billion in additional annual

funding needs: – $3 billion for Congestion/Connectivity (60%) – $1 billion for Maintenance (20%) – $1 billion for Energy Impacts (20%)

  • Target initial projects that can proceed in FY 2015

Transportation funding ballot proposition (Proposition 1)

On-going efforts to develop distribution approach:

  • Evaluate existing formulas for potential distributions

– Category 2 and Category 11 (regionally aggregated for corridor projects) as potential formula for Congestion & Connectivity – Category 1 as potential formula for Maintenance – HB 1025 as potential formula for Energy Impacts

  • Gather input from stakeholders and refine approach as needed
  • Update Commission in August
  • Provide recommendation to Commission in September
