What is the Unified Transportation Program?

  • TxDOT’s 10-year plan that guides the development of

transportation projects across the state

  • Determines how much transportation funding the state expects

to have over the next decade and how to distribute it

  • Includes all transportation projects that TxDOT is developing for

construction over the next 10 years

  • Organized into 12 funding categories that focus on highway

project types or ranges of activities

  • Required by state law and approved by the Texas Transportation

2020 UTP Project Scoring Criteria

  • Regional Level: TxDOT Districts and

MPOs prioritize potential projects based on measures of safety, pavement preservation, traffic congestion, and other regional needs

  • Statewide Level: TxDOT Districts

submit priority candidate projects for statewide funding (Categories 4 Regional and 12). TxDOT’s Transportation Planning and Programming Division scores and ranks the projects using current statewide system needs and projected performance outcomes
