Reforms are difficult to implement (how to)… even in advanced environments:  Regulations are comprehensive BUT  Implementation can be incredibly challenging  Global knowledge and networks can help a lot #2. EU and WB working together both achieve more:  Speaking with one voice improves chances of being heard  Partnerships support better use of funding (all resources)  Complementary skills #3.
