About Our Service Area All Liberty service areas are within the High Fire Threat District and have been designated either “Tier 2” (Elevated) or “Tier 3” (Extreme) fire risk, meaning that the possibility of wildfire is at an elevated risk. To combat this risk, Liberty developed and is currently executing an aggressive Wildfire Mitigation Plan. Background

  4. Components of the Wildfire Mitigation Plan Vegetation Infrastructure management hardening Situational Public Safety Power awareness Shutoffs (PSPS) Wildfire Mitigation Plan

Vegetation Management Prune branches and vegetation back to a minimum of 12 feet from the high voltage power lines to ensure adequate clearance is maintained 12 Feet over the maintenance cycle period. Public Safety Power Shutoffs A Public Safety Power Shutoff, or PSPS, is a safety procedure where Liberty proactively turns off power in certain areas when and where weather conditions create a high wildfire risk. Liberty will only implement a PSPS as a last resort to protect the safety of our customers and communities. PSPS

  9. While no one factor will determine a PSPS, Liberty coordinates with fire weather experts to monitor: Forecast sustained Low humidity levels Dry fuel conditions Red flag warnings wind and gusts Determining When to Issue a PSPS

  10. Energy Release Component (dry fuel Wind gusts exceed 40 conditions) exceeds miles per hour 92nd percentile INITIATE PSPS PROTOCOLS Fosberg Fire Weather Index (measures speed of potential fire) exceeds 50 Determining When to Issue a PSPS

The length of a PSPS will be determined on a case- by-case basis, but the power restoration process will follow a simple formula: Fire conditions improve Liberty dispatches crews to conduct safety inspections of the grid Liberty makes any needed repairs Power is restored Restoring Power After a PSPS
