  2. Funding Summer Term 2019 • Summer Term Additional Headcount Task payments will be made by 19 July. • We will let you know via the Broadcast alerts as usual when payments have been processed.

  3. Provider Portal - submitting claims • This term the task was open for 2 weeks (it has previously been 3). • This worked well for us and we have heard from your representatives on the Early Years Consultative Forum that this was fine for you. • As a result we will now have a 2 week claim period every term for the Headcount task (actual).

  4. Provider Portal - submitting claims Our ‘ask’ of you: • If you cannot complete the claim in one go, please save your claim as you go along but do not submit at this stage. • When you submit your claim we then process it, so if you submit 4 times, we then have to process your data 4 times, which is time consuming. • Just keep saving the claim until you are sure it is ready to submit and them submit it just once. • Thank you, we appreciate you help with this ☺

  5. Changes to registered portal user • To be compliant with GDPR requirements each provider can only have one registered provider portal registered user and that person must not share their login details with anyone else. • If you need to change your registered portal user person please email provider.portal@suffolk.gov.uk to request this.

  6. Autumn Term 2019 • Headcount Week will be w/c 16 September 2019 • The task will be open for 2 weeks • New children starting after headcount week should be claimed for on the additional headcount task released after half term.

  7. 30 Hours Codes • Please remind parents to reconfirm their codes over the summer. • If you have parents who may be applying for a 30 hour code please remind them to do this in good time as HMRC may need time to verify some details. • The cut off date for codes to be eligible for use next term is 31 August.

  8. Revised PAF The Parent Authorisation Form (PAF) has been revised and is now available on the funding page at www.suffolkcpd.co.uk We are providing some sessions for Managers and Portal Users which will cover the completing of the revised PAF, stretched offer agreements and arrangements and audits. There are 2 sessions in each location Use course code: E-PAF to search for the sessions Mon 22 July Ipswich 16.00-17.30 & 18.30-20.00 Tue 23 July Bury St Edmunds 16.00-17.30 & 18.30-20.00 Wed 24 July Lowestoft 16.00-17.30 & 18.30-20.00 **Please book a place if you wish to attend

Date of Birth (DoB) Eligibility • There is no longer a requirement to keep a copy of birth certificates/passports for audit purposes. • You are required to see the DoB evidence • You must record the identifying information by this we mean the child's passport number/ birth certificate reference number • When you sign the PAF you are declaring that you have seen appropriate DoB evidence.

  10. Children's services rated ‘Outstanding’ Suffolk's services for vulnerable children have been rated ‘Outstanding’ by OFSTED. The role early years plays in this includes: • securing funded places for children in care (CiC) • ensuring CiC have personal education plans in place with aspirational targets • funding places for children in kinship arrangements and placed under special guardianship orders to keep the child in their family and to support placement stability. Thank you for all you do for Suffolk's most vulnerable children

  11. Introducing administration charges – from September 2019 • An administration charge of £35 will be applied to all incomplete submissions/applications or late claims e.g. early education funding, high needs funding, inclusion funding. • Any claims which are processed outside of the normal ‘claim windows’ have an impact on SCCs ability to complete payment processing on schedule. This delays payments to all providers. • There is also a cost to SCC to process tasks outside of the schedule as capacity is very limited and team members must be taken away from their regular jobs to be able to deal with late/inaccurate claims ..

  12. Ofsted: New inspection framework • Thank you to those providers who have volunteered to take part in the pilot inspections • Please read the new framework and we would suggest you read the inspectors handbook alongside this • September 2019 we are running sessions to inform you of the changes and what this means for you in the inspection situation • Use course code: E-EYIF to search for the sessions on www.suffolkcpd.co.uk • There are 2 sessions in each location **Please book a place if you wish to attend • Tue 10 Sept Kesgrave (Ipswich) 16.30-18.00 & 18.30-20.00 • Wed 11 Sept Lowestoft 16.00-17.30 & 18.30-20.00 • Thur 12 Sept Bury St Edmunds 16.00-17.30 & 18.30-20.00

Foundation Years Webinar – Ofsted Education Inspection Framework Gill Jones, Deputy Director Early Education, and Wendy Ratcliff, Education Policy Team, from Ofsted joined Foundation Years to talk to the early years sector and answer questions on the new Education Inspection Framework. The session covered: • The consultation findings • The judgement areas – what’s changing? • Recurring themes in responses • What do I need to do? • Questions and myth busting. There is a recording of this webinar along with presentation slides. Also available on the Foundation Years website .

  14. Childcare Support Fund (CSF) – new criteria • To support families with a child under 2 with SEND, SCC has introduced a new criteria for the CSF • The child must meet the SEND criteria for 2 year old funding i.e. an EHCP in place or in receipt of Disability Living Allowance (DLA) • The parent will be expected to pay your normal rate. • SCC will fund any additional resource you need to put in place to meet the child’s needs up to 15 hours a week (to match what the parent will be able to access from the term after the child's 2 nd birthday) • Please see the link below for more information • www.suffolklearning.co.uk/early-years/online-eligibility- checker

Changes to EYFS Resources Over the summer will be moving some of the buttons in the EYFS Recourses Early Years Section on www.suffolkcpd.co.uk If you do come across any broken links please email: childcare.planning@Suffolk.gov.uk and let us know and, if possible, send us a link or screen shot ☺

Planning : revised section • We have revised the section on Planning in the EYFS in Suffolk section www.suffolklearning.co.uk/early- years/eyfs-in-suffolk/continuous-provision • There are range of resources available which are designed to be a supportive guide to settings reviewing their planning approaches and documentation. They are intended to be used together or as separate audits of your practice. • Of course, it is not mandatory to use these resources. • Please feel free to discuss planning with your Early Years and Childcare Service Advisor or Worker when they visit

WFD - 2019-2020 Poster Continuous professional development (CPD) opportunities • The new Poster will be added over the summer and will be available to download, See the link below and then click the Early Years Course poster button • www.suffolklearning.co.uk/early-years/training-and- qualifications • If you can’t find what you are looking for, please email EYC.WFD@Suffolk.gov.uk and ask about our Bespoke In Setting courses offer. • We plan to offer additional CPD through our half day Leaders and Managers, Designated Safeguarding and SENCo Events.

  18. WFD - Course costs – GOOD NEWS! • Our prices for training will remain unchanged in the new academic year 2019-2020. • We will continue to offer some training fully subsidised (free to you), such as the CPD events and prime area courses. • Others will remain more heavily subsidised (at a reduced rate), such as SENCo and Safeguarding training. • New one hour workshops will be priced at £10 per LoP participant.

  21. SENCo training for childminders There will be a *new* 1 day training workshop for childminders available on Saturdays from September.
