Reasons for Failure

– Competition with other resources in the near term – think wind from Montana vs wave from California. – Outwitted by existing users – oil/gas, shipping, cables, fishermen, surfers, aquaculture, tribes, homeowners…... – Elimination of existing market incentives, or lack of new incentives. (And why are the rules changing?) – The Sacred Ocean. – Lack of adequate balance sheets. – Lack of sophisticated project developers.
