SLIDE 3

Waste Free Ontario Act: WFOA

3

  • Core purpose = shift to extended

producer responsibility (EPR) EPR: the responsibility that producers have to reduce the environmental impact of their products and packaging across the entire product management lifecycle.

– Stewardship Ontario

slide-4
SLIDE 4

WFOA

4

  • Applies to all current diversion programs:

– MHSW – Blue Box – WEEE – Tires

  • New materials to be added over time
  • Today’s focus is Blue Box
slide-5
SLIDE 5

Background

  • Waste Diversion Act made producers

responsible for ‘half’ the cost of Blue Box

  • Municipalities required to deliver & pay ‘half’
  • Constant conflict:
  • Producers want control of anything they

have to pay for – muni’s are “inefficient”

  • Municipalities have no control over

materials that arrive in the Blue Box, but have to find ways to manage them

slide-6
SLIDE 6

Background

6

  • Both producers and municipalities agree that

shifting to EPR is the answer, but… surprise…

  • Difference in opinion about:
  • What program would look like
  • Who should deliver
  • What happens to municipal assets
  • Timeline for transition
  • And some other things

Special Advisor on Recycling and Plastic Waste (a.k.a. Mediator)

  • Province engaged Mr. David Lindsay to

provide advice on how to improve the Blue Box Program.

  • Held mediation sessions with

stakeholders – AMO in attendance

  • Developed understanding of key
  • perational issues to be address to

provide a clear path for transition.

slide-8
SLIDE 8

Mediator’s Recommendations

8

  • Lindsay’s report contained a number of

recommendations to move the Blue Box to EPR

  • Some are particularly of interest to the

County

Standardization of Materials and Delivery

12

  • Impact to County:

Change to current experience?

Other collection means? Bundle, place with papers Now: Future?

Transitioning Municipal Assets

13

Producers decide whether to use the asset

  • r not… municipalities to compete.
slide-14
SLIDE 14
  • Impact to County:

Bid on service delivery? What to do with depot assets? By-laws if not delivering service.

16

  • Impact to the County:

County Blue Box currently services some IC&I. Will need to decide how to manage.

slide-17
SLIDE 17

Achieving Success

17

  • Recommendation:

Reduce Reuse Recycle Recover Dispose

Focus should be here Doesn’t count as “diversion”

slide-18
SLIDE 18

Achieving Success

18

  • Impact to County:

Reduce Reuse Recycle Recover Dispose

If producers don’t do a good job here… We have unnecessary cost here

slide-19
SLIDE 19

Promotion and Education

19

  • Recommendation:

Coordinated, province-wide education is key.

slide-20
SLIDE 20

Promotion and Education

20

  • Impact to County:

Education at waste collection points will still be necessary and will have cost.

slide-21
SLIDE 21

County’s Perspective

21

  • Targets for diversion must also include

geographic standards.

  • Service levels must continue to evolve

in the future to improve access to programs

  • It will be critical for producers to be

subject to ambitious diversion targets and strict enforcement.
