The Timpson Review of School Exclusion The review made 30 recommendations for the government to consider, and the education secretary Damian Hinds has confirmed he accepts them all “in principle ”. Main points of note : • Tackling off-rolling could prompt exclusions rise • Gypsy, Roma, Traveller and SEND pupils most likely to be excluded • ‘Minority’ of schools cause problems for the rest • Schools lack understanding of care system • ‘Missed opportunities’ to prevent exclusions of boys • No evidence academies misuse exclusion • Repeated fixed term exclusions a ‘missed opportunity’ • A ‘small number’ of schools are off -rolling for their own interests • AP quality ‘unreliable’ and outcomes ‘poor’

Key measures being taken forward by the Government to include: Making early intervention the norm • Bringing together education providers and councils so that schools are better equipped to take action early and provide the right support for children at risk of exclusion. Calling on leaders to work together • Taking action on concerning variation in exclusion rates among certain groups of children. School leaders, governing bodies and Directors of Children’s Services should collect and share data to help understanding of how exclusion is used in local areas, assess and act to reduce disparities, with particular reference to certain ethnic groups, those with special educational needs, or those who have a social worker. Making sure exclusion is the start of something new and positive • Setting out plans later this year to improve outcomes for children who leave mainstream education and go into AP and recognising good practice in AP, including support for AP to attract and develop high-quality teachers.

Key measures being taken forward by the Government to include, 2 : Enabling local authorities to establish forums • For schools and other local services to convene to plan support for vulnerable children who are at risk of leaving school, by exclusion or otherwise. Taking action across Government • For children who are at risk of being drawn into crime, such as ensuring the Youth Endowment Fund is open to schools and AP settings. Cracking down on poor behaviour • The Government has already committed £10 million to help teachers crack down on poor behaviour in the classroom, with Tom Bennett appointed as lead adviser to implement the pioneering programme. Hundreds of schools will benefit from the programme, where a network of expert schools will be identified to help teachers and school leaders in need of support.

  8. Character and resilience in young people The DfE has appointed a new advisory group of experts looking at how to support schools in England to run more activities to develop children’s character and resilience. A consultation has opened seeking views from teachers, community groups, parents and young people on the best non-academic activities for promoting resilience and character. The consultation closes on 5 July 2019. • More

  9. Update from Ofsted

  10. The Ofsted Framework Ofsted’s new inspection arrangements will have a focus on curriculum, behaviour and development Ofsted has published the outcome of the consultation on its new education inspection framework, which will take effect from September 2019.

  11. Ofsted New Framework 5 headline changes: • Inspection timings have changed but the initial suggestion that Ofsted could arrive within 2.5 hours has been removed; • Ofsted grades; they stay the same: outstanding, good, requires improvement or inadequate; • The judgement categories have been revised and will now cover: Quality of Education (this is a big one!), Behaviour and Attitudes, Personal Development, Leadership and Management; • Some key themes emerge: reducing workload for teachers, an emphasis on good character and resilience among pupils, tackling off-rolling, a broad, well-balanced knowledge-rich curriculum. • Ofsted inspectors will not ‘ignore’ data, they will look to understand the purpose and usefulness of internal pupil data. • There were 15,000 responses to the consultation!

  12. Inspection in Practice • Inspections to focus on what children actually learn, ahead of results • New ‘ behaviour ’ judgement to give parents reassurance on bullying • Ofsted inspectors will spend less time looking at exam results and test data, and more time considering how a nursery, school, college or other education provider has achieved their results. That is, whether they are the outcome of a broad, rich curriculum and real learning, or of teaching to the test and exam cramming • Schools will be empowered to always put the child first.

Inspection in Practice • The ‘ behaviour and attitudes’ judgement will assess whether leaders are creating a calm and orderly environment, where bullying is tackled effectively by leaders when it occurs. • The ‘personal development’ judgement will recognise the work to build young people’s resilience and confidence in later life, including through participation in sport, music and extra-curricular activities. • It will be easier for Ofsted to recognise and reward settings that are doing the best they can for their pupils, particularly those working in challenging circumstances.

CLA SEF 2019-20 • Following discussion with the Designated Teacher Focus Group, there are to be no major changes to the question set for 2019-20 • There will be an additional question to link to the training and research on Attachment Aware and Trauma Informed Practice and the incidence of Adverse Childhood Experience (ACE): ‘ Please give examples of how your school systems provide protective factors for children and young people with 4 or more adverse childhood experiences (ACEs) on your school roll .’ ‘

  17. Gangs and Knife Crime • There is an opportunity to receive training on ‘Gang Culture and Knife Crime’ at the next briefing in the autumn term. • The presentation will be from the Hertfordshire Police and will be for most of the briefing session. Would colleagues be interested in devoting the briefing to this topic or having a separate session? • Would Designated Teachers like to have training day/half day on Adverse Childhood Experiences with Dr Warren Larkin?
