Update Since December Update Since December • Finalized the Draft CWMP • Submit Draft CWMP to MEPA – Expanded Environmental Notification Form (EENF) was submitted on January 15, 2020 – Mill Pond Dredging and other non-traditional projects may be handled as a notice of project change (NPC) to the CWMP. – Keys upcoming dates are: • Publication in the Environmental Monitor: 2/10/20 • ENF Comments Due: 3/2/20 • ENF Decision, EIR Comments: 3/12/20 • EIR process begins thereafter, timeline will be dependent upon comments received. 2 Town of Barnstable, Department of Public Works

Mill Pond Dredging Mill Pond Dredging • The Issue: – Mill Pond is full of silt and debris – 9 feet thick in places – In 20 years nitrogen removal capacity has declined from 20% to 10% – Healthy ponds = 30% to 50% – If 50% restored, estimated remove over 2,200 kg/year of additional nitrogen • The Solution: – Dredge to its original depths (sand layer) and perimeter – Estimated 30,000 CYs of material (to be confirmed) – Pond depths restored to approximately 8 feet in the deepest areas • Nest Steps – Once CWMP approved by MEPA, NPC will be submitted for Mill Pond 7 Town of Barnstable, Department of Public Works

Cranberry Bogs Cranberry Bogs • The Issue : – Existing and abandoned bogs - Ideal locations for nontraditional solutions • The Solutions: – Effort led by BCWC – Conversion to ponds (~50%) – Conversion to wetlands (TBD) – Installation of floating wetlands (8- 15%) • Next Steps: – BCWC working with the Town, EPA, UMASS, and Land Owners to pilot potential solutions 8 Town of Barnstable, Department of Public Works

Warrens Cove Warrens Cove • The Issue: – Currently not appropriate for aquaculture due to silt. – Potential to be nursery for aquaculture farms – The product relocated to established aquaculture farms • The Solution: – Dredging Warrens Cove back to a sandy bottom – Establish aquaculture nurseries • Variety of species – The Cape Cod Commission estimated that aquaculture beds/floating racks can remove 8-15% of the nitrogen they encounter • Next Steps: – Sampling efforts – Meet with regulatory agencies – Permitting Town of Barnstable, Department of Public Works 9

Next Steps Next Steps • Ongoing public outreach as requested • Staffing Discussions to implement the plan – Preliminary Design in house – Final Design by consultants – Construction Administration (CA) and Inspection in-house with some consultant support – WPCF design, CA, and inspection by consultants • Continuing preliminary design of traditional projects that are underway • Permitting efforts • Continuing to meet with Vineyard Wind regarding the Strawberry Hill Road Project and Phase II 13 Town of Barnstable, Department of Public Works
