Health system in Greece follows the evolution
- f the Greek state it self
Whereas in most countries Health systems start
developing just after second world war, Greece comes into the phase of evolution and reform just after1974 – falling of military dictatorship
Firstly, a serious effort of application of a well
structured health system occurs in 1983, with the establishment of National System of Health (L. 1397/83)
1er periode 1833 – 1922 :
- Creation of first insurance services
- Founding of Hospitals and School of medicine of University of Athens
- Basic laws fro the organization of the health system
2me periode 1922 – 1945:
- Financial help (loans) towards the improvement of health and Hygiene
conditions and creation of 35 new temporary hospitals due to incoming of 1,5 million refugees from Eastern (small) Asia.
- Founding of Ministry of Health, Welfare and Perception(L.2822/1922).
- Founding of Institution of Social Securities (L.6298/1934).
- Enactment of preconditions of the organization and function of public
hospitals
3me periode 1945–1974:
- Adaption of federal politics and social control of health services
- Founding of Organization of Insurance of Agricultural workers (L.
4169/1961)
- Establishment of a service in rural area (agriculture) (L. 67/68)
4me periode 1974 – aujourd’hui, avec 3 parts: (α) period before the founding of NHS :
- Proposition from a Governmental Centre (Program & Finances): to
create a united National Health service, unification of insurance sectors and social design for covering health needs
- Plan of Doxiadis: the most important effort to create a modern health
system (never took place due “pressures” from the political- medical lobbies) (b) Founding of N.H.S. L. 1397/83: Founding of Central Council of Health, of National Organization of Drugs and N.H.S
›
L.1397/83:for the first time the basis for the development of N.H.S takes place
›
Main characteristics: decentralization, social control, united program, emphasis on Primary Health Care and creation of Health centers (c) Periode apres creation du N.H.S.: Reports foreign and Greek experts (1994), «Plan for the citizen» (2000), introduction of management in hospitals (Ν.2889/2001), Changes in to organization L.3329/2005, 3527/2007 and very recently L. 4238/ 2014 ABOUT Primary H.C.
Public health sector deals with important problems of
- rganization, management, quality and efficiency in its
services
Demographic changes, epidemiology characteristics, new
technologies were managed with laws without substantive business and governmental scheduling
Health cost refers to hospitals’ cost which is almost the half of
total health expenses
Main problems are:
Lack of design of national strategy about social security: disintegration of the system causes big problems of financial efficiency. Organization of social security based on the professional group means that fate of many funds depends on that of the status of corresponded occupational groups
Inefficiency of ways of financing health units: existence of hospital deficits due to no correlation between nursing cost/ real cost leads to more state funding that contribute to phenomenon of illegal ways of financing and uncontrolled expenses
Lack of motives to increase productivity and staff in Primary health care units:
- ver crowded urban centers
Lack of a system of assurance of quality, efficiency and productivity of services
Aide Sante publique- soins primaire de sante
Services dans l’ hopital Services dehors l’hopital
Community nursing is the combination of knowledge of general nursing and public health
1970: Public nursing or health renamed
to Community Nursing
1977: 30η World Health Summit
introduces the idea of (Health for all)
12/9/1978 Declaration in Alma- Ata,
S.U., in International Meeting for primary Health Care (WHO & UNICEF) binds all members to basic principles of Health to all until 2000. 10 articles & 38 aims

- persons
- families
- groups, so as:

Work accident
Occupational diseases
In Greece, until the 80’s, health visitor
was the nursing specialty that was
- ccupied in the community with public
health issues and home care
After Greek legislation in force, nurses
graduated from faculties and technological foundations of nursing, walk into the fields of occupational health and safety
OHN topics are covered in all faculties and
technological foundations as main topics or as a part
- f relative community health nursing topics
(2 universities, with one nursing faculty each and 9
technological foundations with 13 nursing departments totally-including 1 of health visitors and 3 of midwifes)
The main method of teaching is by lectures, with the
- pportunity of seminars, project work and
educational visits in work places. The length of weekly time allotted for OH nursing topics was only on average on 2 h (range: 2-4h) in one or two semesters
A total of 14, is the educational personnel responsible
for teaching OHN, with only 3 of them, having OHN special academic qualifications (Tziaferi & Sourtzi, 2010)
Need for the development of a standardized
education program in Greece
OHN is the specialty in which the majority of
nurses is occupied internationally, except Greece
Modern development of Primary Health Care
Services in Greece, recommends that all nurses should receive training in basic concepts of OHN so that they will be able to change the working environment in collaboration with the worker in order to maintain or improve health and safety for all individuals and to play an important role in the development and promotion of OHN as a main part of the Greek nursing science
Occupational health has been described as the 'promotion and maintenance of physical and mental well-being of all staff', by concentrating on the provision of a safe and healthy workplace where the welfare of staff is a major factor
Risk assessment Risk management Prevention Protection of vulnerable people Reinsertion after injury or illness Health promotion
The Federation of Occupational Health Nurses within the European Union is a nonprofit making organization. The Federation was founded on March 21st 1993 in the United Kingdom. FOHNEU was registered on June 27th 1996 in Brussels, Belgium. Registration No. 14230-96
