Overview

Working within existing local structures to support government, humanitarian, media and private sector actors in Nepal to be better prepared for an ICT response to future disasters, with a focus on enabling faster and better communication among communities, and between communities and relevant aid actors, in times of disaster.

“I have a mobile phone but there is no electricity Where am I going to get Internet?”

  • The Facebook Song (translated from Nepali)
slide-21
SLIDE 21

Key needs/landscape

  • Remote communities shut off
  • Connected communities suffered from temporary loss of

connectivity (diaspora remittances, family tracing, etc)

  • Lots of messaging outwards in Nepal – less support for

community-community comms

  • Community radio is key to community info but broadcasting

was hampered after quake

  • Charging was needed, options were insufficient
  • High MNO capacity but working in isolation
  • Limited private sector engagement with each other, media

actors and humanitarian system – “we don’t talk to each other”

“In our village, there are only a couple of places we can get 3G, up on the hill, so when we want to use it we walk up there. After the earthquake we were going up there whenever we could, but it wasn’t working. We all remember the moment when it worked again, because we wanted to cry!”

  • Suraya, Langtang region, Nepal

HAITI HAITI ETC2020 Project

SLIDE 27

ETC2020 Haiti project

BACKGROUND:

  • The ETC2020 Haiti project was launched in December 2015 under the

ETC2020 strategic priorities “improved and decentralized response readiness and increased communications resilience to disasters” TASKS:

  • Developing a country ICT profile to be used as a template for

consideration of the Preparedness Working Group for other high risk priority countries

  • Identifying any potential gaps where support might bolster

communications resilience.

slide-28
SLIDE 28

ETC2020 Haiti project

ACHIEVEMENTS:

  • PHASE I : Country ICT profile template developed and being tested

with information collected for the country of Haiti.

  • This template will be adopted for roll out in all ETC identified High

Risk countries.

  • PHASE II (starting now): Validate country profile information with the

Government of Haiti and other key actors and assessing potential gaps in country ICT resilience.

slide-29
SLIDE 29

ETC2020 Haiti project

CHALLENGES:

  • Low participation and engagement from partners
  • Country context and ongoing political changes
  • Proliferation of preparedness activities since the Earthquake in 2010
  • Funding not identified beyond the assessment mission.

NEXT STEPS:

  • Exploratory Mission to Haiti plan before summer 2016 (dates TBC)
  • Outcomes and recommendations will be shared with the ETC members to

decide on next steps and potential additional activities to be implemented.

Why Philippines?

  • Number 1 on INFORM list for risk
  • f natural disasters
  • MNO’s that have already signed

GSMA HC Charter

  • Existing disaster response network

within the government and private sector

  • Substantial lessons learned and

best practices to share

  • Recent history with Haiyan

response and existing humanitarian partners in the Philippines

slide-32
SLIDE 32

Project Objectives

  • Raise awareness of the international humanitarian system, principles

and standards

  • Assess the preparedness / operational resilience of service providers

to ensure quick and efficient network recovery

  • Develop a replicable model of building communications resilience

with telecommunications service providers

  • Demonstrate the ability of local operators to support the humanitarian

community and vice versa

  • Build relationships and learn from each other.

Strategic Priorities

  • 1. Communications as Aid
  • 2. Improved and decentralised response

readiness

  • 3. Increased communications resilience to

disasters

  • 4. Enhanced communications and energy.

Through collaboration and innovation, the ETC network will enable full service communications solutions in emergency response, transforming aid delivery and saving more lives.

Project Considerations

Challenges

  • Defining preparedness for a country like the Philippines that has response
  • rganizations in place, and are only likely to call on our support in extreme

situations (Manila earthquake, major typhoon, etc.)?

  • How can we support without official activation of the ETC?

Gaps

  • Engaging extended ETC membership in the discussion around preparedness in

the Philippines.

  • Engaging local partners.
slide-39
SLIDE 39

w w w . E T C l u s t e r . o r g

Next Steps

  • Participation and involvement in existing exercises and simulations (regional,

national and local)

  • Create comprehensive “Country Profile” with contacts and relevant

information

  • Possible simulation in Q1 2017 around the coordination of multiple response

communities/organizations in the Philippines

  • Gather and share lessons learned to create “best practices” model

Shaping New Opportunities

  • Discover ways in which your organisation can shape projects aligned with the

ETC2020 Strategic Priorities

  • Identify any ongoing initiatives which may match the ETC2020 direction and

could benefit from additional partner engagements

  • Identify names of organisations willing to further explore development of

ETC2020 projects

  • Rotation 1 – 4 groups - 45mins, 13:30 – 14:15
  • Discover and identify possible ETC2020 projects which could be implemented in any
  • f the high-risk countries.
  • Rotation 2 – 4 groups - 45mins, 14:15 – 15:00
  • Review, reduce, expand or add to previous group’s suggested projects and assign
  • rganisation names.
