Objectives and motives

Context: TACOT is a project co-funded by the European Commission in the frame

  • f FP7 (Galileo area) and managed by the European GNSS Agency (GSA).

Objective: TACOT aspires to prepare the introduction and promote the use of EGNOS and Galileo in the road transportation industry through the realisation of a Trusted GNSS function to be used by the Digital Tachographs (DT).

Market interest: the integration of the TACOT trusted GNSS function in DT and/or existing ITS applications and services will directly benefit to the road

  • community. It allows the use of GNSS in applications requiring a minimum level of

confidence in the PVT information: In the specific case of Tachographs, this solution will notably offer the possibility to record positions of start and end of trucks’ journeys as requested by regulation It will also benefits to other ITS domains (regulated or not) such as: PAYD, Anti-theft systems, Fleet Management Systems. Furthermore, it shall also benefit Industry by authorizing new applications and services using the trusted PVT for a low cost

  • 1. Design a trusted GNSS function to be implemented in the commercial

vehicles and modify an existing DT design to take into account this new capability

  • 2. Ensure that the new design do not compromise the security
  • 3. Draft PVT module and extended DT interface specifications to embed

the trusted GNSS function into the commercial vehicles system architecture

  • 4. Develop a prototype of extended DT including the trusted GNSS function

and the interface it with a third party ITS application (including validation)

  • 5. Propose as inputs to the ad-hoc standardisation bodies the “Trusted

GNSS” protection profile and the new extended “DT” and “Trusted GNSS function” interface specifications

  • 6. Propose solutions for the next EU regulatory framework about DT if

needed

Scope

The TACOT project will bring innovation in three different domains:

  • Sensors fusion

The TACOT project will be the first implementation of the Bayesian techniques to merge several sensors outputs, including GNSS data, to make it as robust as a digital tachograph (security level EAL4+).

  • PVT confidence

TACOT will offer a unique mean to get real time, continuous, precise and
