January 2016 (Worthington) Streamline the Permit Process for Housing Projects with a Majority or More Affordable Units 50% Affordable with 20% VLI and ELI (<50% AMI) November 28 to December 5, 2017 (Droste, Bartlett, Arreguin, Worthington) Ministerial Approval of Zoning‐Compliant Affordable Housing Ministerial approval of 50% Affordable with 20% VLI and ELI (<50% AMI) and non‐profit developers projects. Ministerial approval with appeals process and required community meeting.

Referral Timing & Incentives

Referrals pre‐date SB‐35. SB‐35 mandates streamlining compliant projects with 50% LI units (<80% AMI). Local ordinance (Inclusionary Housing Ordinance) requires 10% LI and 10% VLI.

Our Challenge Identify incentives to attract projects with 50% VLI and ELI. SB‐35 already provides ministerial approval and CEQA exemptions. Maintain local protections valued by City/community.
