  2. 2 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Requirements for Retrofit Projects Agenda ● Review proposed language for lighting retrofit requirements: Requiring compliance with Section 131 (a,b,c,d) (controls ● requirements) for all retrofit projects (irrespective of rewiring), using wireless lighting controls for communication between the luminaire groups and the controllers.   4. 4 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Requirements for Retrofit Projects Current Code Requirements ● Alterations ( Covered in Section 149(b)1I) ● Lighting Power Density Requirements cut in at 50% replacement 1. Alterations that increase the connected lighting load, or replace,remove and re-install more than a total of 50 percent or more of the luminaires in an enclosed space, shall meet the requirements of Sections 130 and 146. Controls requirements cut in when new lighting exceeds 0.5 ● W/sf 4. Alterations that have less than 0.5 watts per square foot and increase the existing lighting power density to 0.5 watts per square foot or greater shall meet the requirements of Sections ,119, 130, 131, 134, 143(c), and 146. The following wiring alterations shall meet the requirements of Sections 119, 131, and 134. – i. Where new or moved wiring is being installed to serve added or moved luminaires; or – ii. Where conductor wiring from the panel or from a light switch to the luminaires is being replaced, or – iii. Where a lighting panel is installed or relocated. CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Requirements for Retrofit Projects New ASHRAE 90.1-2010 9.1.2 Lighting Alterations The alteration of lighting systems in any ● building space or exterior area shall comply with the lighting power density (LPD) requirements of Section 9 applicable to that space or area and the automatic shutoff requirements of 9.4.1.1. Such alterations shall include all luminaires that are added, replaced or removed. This requirement shall also be met for alterations that involve only the replacement of lamps plus ballasts . Alterations do not include routine maintenance or repair situations. Exception: Alterations that involve less than 10% of the connected lighting loads in a space or area need not comply with these requirements provided that such alterations do not increase the installed interior LPD .   8. 8 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Requirements for Retrofit Projects Summary of Code Change Proposals Amend Section 149(b)1: ● NOTE: Replacement of parts of an existing luminaire, including installing a new ballast or new lamps or optical components, without replacing the ballast or housing of the entire luminaire is not an alteration subject to the requirements of Section 149 (b) 1. ● This would bring Title 24 in line with ASHRAE-IESNA 90.1 2010, but would impact lighting retrofit incentive programs due to the lowered baseline LPD.   9. 9 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Requirements for Retrofit Projects Summary of Code Change Proposals Amend Section 149(b)1(I): ● 1. Alterations that increase the connected lighting load, or replace or alter, remove and re-install more than a total of 510 percent or more of the luminaires in an enclosed space enclosed by ceiling-height partitions, shall meet the requirements of Sections 130, 131(d) and 146. 2. Luminaires that are replaced or altered shall meet the requirements of Section 131(a,b, and c) [ Retain existing 149(b)1(I)2 (req’ts on rewiring), for projects in which ● the luminaires are not altered or replaced] [ Remove 149(b)1(I)3 (subdivided spaces only required to meet ● 131(a,d).   10. 10 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Requirements for Retrofit Projects Summary of Code Change Proposals Amending Section 149(b)1(I) would require controls ● to be retrofitted in all lighting retrofit projects. The rationale for this is that: Controllable luminaires are now cost-effective, as established ● by the Controllable Lighting CASE process Controllable luminaires can cost-effectively be connected by ● low voltage control wires that allow them to be grouped for: Area controls under Section 131(a) ● Photocontrols under Section 131(c) ● These luminaire groups can be connected wirelessly to ● switches and timeclocks (131(a,d)) Luminaire groups can be wired to local dimming photocontrols ● (131(c)) CA Utilities 2011 Title 24 Stakeholder Meeting for Proposed Code Changes 10/20/2010

  11. 11 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Requirements for Retrofit Projects Data Requests ● Need cost data on wireless controls Cost to implement a local wireless wall switch for area controls (section ● 131(a)) Cost to implement wireless connection to a circuit panel/timeclock for ● shut-off controls (section 131(d)) ● The cost to implement photocontrols should be no different to a new construction project, because: ● Controllable Lighting will be required under 2011 code, and ● Therefore control wiring between fixtures will already be in place ● Fixtures can grouped for daylighting without added cost ● Photocell/photocontroller are simply retrofitted into the ceiling CA Utilities 2011 Title 24 Stakeholder Meeting for Proposed Code Changes 10/20/2010

(i.e., how many projects fall in the 10-50% range?) ● What are typical existing vs. new LPDs? ● Are controls typically added?
