ROSE HILL NEIGHBORHOOD PLAN CHANGES  Incentivize transforming car storage in NRH 5 & office in NRH 6 into mixed use  New & revised policies related to new Sound Transit Station at the NE 85th St./I-405 to support transit facility, promote pedestrian and transit connections  Policies emphasize bike-pedestrian connections with new Greenway  Urban Design section deleted and key concepts integrated elsewhere

EVALUATION OF LAND USE STUDY AREAS  Compatibility with the vision statements for each neighborhood  Focus increases in zoning capacity in existing business districts & commercial areas  Weigh the benefits and potential outcomes to provide:  a diversity of housing types to meet the adopted Housing Strategy Plan goals  employment opportunities or housing close to transit access  advance the land use and transportation goals of the City  Other: impact to adjacent property, street network, infrastructure, economic impacts to jobs or tax revenue, unanimous property owner support etc.

  16. STAFF RECOMMENDATION Staff recommends focusing resources on the rezone and amendment requests in the Bridle Trials shopping center and the Regional Center portion of the Rose Hill Business District.

  17. PLANNING COMMISSION RECOMMENDS NOT MOVING FORWARD TO PUBLIC HEARING

RH-8 City initiated study area south of NE 85 th ST RH-8 zone.  Increase density and/or commercial capacity within Rose Hill Business District by expanding the boundary of District and allowing higher density residential and /or mixed use commercial/multifamily uses. Staff recommendation: Do not support change zoning; do not move forward to public hearing. Planning Commission: Agree. Discontinue studying.

  19. 3. JIN Request north of NE 85 th ST/126 th Ave:  Rezone one parcel owned by applicant and three other lots from RS 7.2 to mixed use commercial/multifamily or higher density residential B. Expanded Study Area  Expand study area to 11 lots within the RS 7.2 zone Staff recommendation: Do not support rezone. Do not continue to public hearing. Planning Commission: Agree. Discontinue studying.

MORGAN Request south of NE 85th ST: Rezone four parcels to commercial zone or higher  residential density Expand study area (B)  Staff recommendation: Continue studying rezone to RM 3.6 to public hearing. Recommend revising/reducing study area. Planning Commission: Disagree. Discontinue study. Do not go to public hearing.

DANIEL WEISE REZONE REQUEST IN BRIDLE TRAILS Rezone request south of NE 65 th ST  Three parcels RSX 35 to RSX 7.2  Not part of Silver Spurs Ranch Plat  Access from NE 65th ST not NE 60th ST Staff recommendation: Do not support Weise request to RSX 7.2 rezone 3 parcels rezone. Do not continue to public from RSX 35 to RSX 7.2 RSX 7.2 hearing . Silver Spurs Planning Commission: Agree. Discontinue Plat studying.

  22. EDEN EKUBIT REQUEST RECEIVED AFTER JULY 26 Request north of NE 85 th ST in RH 8 zone:  increase maximum building height  reduced setbacks  reduced parking Staff recommendation: Do not support continuing to public hearing. Existing zoning allows increased height with min. lot size of 18,000 sq. ft. Planning Commission: Agree. Discontinue study.

  23. PLANNING COMMISSION RECOMMENDS CONTINUE STUDY FOR PUBLIC HEARING

  24. 1. LAKE WASHINGTON INSTITUTE OF TECHNOLOGY Request  Allow current or future master plan improvements into existing Natural Greenbelt Protection Easement (NGPE) along western slope  Allow market rate housing in addition to affordable housing Staff recommendation: Support change. Go forward to public hearing. Planning Commission recommendation: Agree with staff. Provide opinion from legal regarding if limitations on housing for staff or students. Hear from LWIT.

CITY RH 1A-1B Request north of NE 85 th ST/120 th Ave:  Study increased density and intensity of land uses within RHBD Regional Center zones close to future Sound Transit Station at NE 85th/I-405 and BRT on NE 85th ST. Increase current height 67’ limit (5 -6 stories)  Increase current 80%-100% lot coverage  Evaluate mix of uses and ground floor use restrictions  Staff recommendation: Support change, continue studying to public hearing. Planning Commission: Agree with staff. Receive input from Costco.

LEE JOHNSON AUTO DEALERSHIP Request south of NE 85 th ST:  Increase density and height within RH2A, B, C  Short term: allow height increase to 75’ (7 stories) across entire site, for residential over ground floor commercial.  Long term: consolidated 5 acres master plan phased over 10 +/- years with 160’ height (15 stories) for residential and commercial. Staff recommendation: Support continue studying 75 ft height option to public hearing Planning Commission: Agree. Continue to public hearing. Look at a tiered height approach over site.

MADISON DEVELOPMENT -RH 3 Request for RH 3 zone north of NE 85th ST:  Increase lot coverage from 80% to 100%  Increase building height 8’ to address existing site topography challenges, how building height is measured and allow roof amenities Madison Development  Consider reduced parking requirements Staff recommendation: Support. Continue to public hearing. Planning Commission: Agree.

  28. 9. TECH CITY BOWL-ROIC BRIDLE TRAILS SHOPPING CENTER Request south of NE 70 th PL  Increase in height from 30’ to 65’ +  Allow residential on ground floor Tech City Staff recommendation: Study height Bowl increase (support range of height to 5 stories). Require affordable housing and Shopping design review. Proceed to public hearing. Center (ROIC) Planning Commission: Agree. Continue discussing a range of height options (30ft- 5 stories).

  29. 10. NRH 5 AND NRH 6 NORTH ROSE HILL BUSINESS DISTRICT  Request east of Slater Ave NE Height increase from 30 to 35’ as incentive to  transition from car storage and sales in NRH 5 – and from stand-alone office in RH 6 to housing or mixed use office/multifamily. Height increase allows ground floor office and 2  stories housing. Staff recommendation: Study increase and proceed  to public hearing. Planning Commission: no recommendation.  
