  1. 1 !

  2. GNS1 : Quietway route: Park Village East, Stanhope Street, Varndell Street, Cardington Street, Melton Street, Gordon Street where it crosses the Tavistock Place. ! GNS2 (LCN+ 6a) : Arlington Road, Mornington Crescent, Hampstead Road, Cardington Street, Melton Street, Gordon Street where it joins GNS1 ! LCN Kilburn - Primrose Hill : Elsworthy Road, King Henry's Road, Gloucester Avenue, Regents Park Road to the Delancey Street/Parkway/Prince Albert Road junction. ! GEW1 : Delancey Street-Pratt Street, also uses the Delancey Street/Parkway/Prince Albert Road junction ! GEW3 (LCN+ 16) : Goodsway, Brill Place, Phoenix Road. ! GEW2: Hampstead Rd to Oakley Square : Harrington Square, Lidlington Place and both sides of Oakley Square (we didn’t use the abbreviation GEW2 in our petition) ! CS11: Finchley Rd, Swiss Cottage, Avenue Road, Outer Circle, Park Crescent. ! ! 2 !

  3. Loss of permeabilty around worksites ! Petition AP3:92). The loss of access for cycles will seriously affect cycle travel to UCL and other universities in Bloomsbury. Response in (PRD 861 p 18) ! HS2 alt 1 : a route via Euston Circus, unacceptable for 8-80, 400 m longer; ! HS2 alt 2: via “ A400 Hampstead Road, the A501 Euston Road cycle track and Gower Place....also , unacceptable for 8-80. 200m longer. However, this would require two-way cycling past the Euston Square station entrance and on Gower Place. ! CCC alt: We suggest North Gower Street - Gower Street with a crossing over Euston Road to link with a two-way Gower Street under WEP . THIS IS FEASIBLE. Use satellite view or photo to convince. ! we mentioned this suggestion in ¶22 and the PRD refers us to their earlier response on page 10. ! 3 !

  4. CCC alt: We suggest North Gower Street - Gower Street with a crossing over Euston Road to link with a two-way Gower Street under WEP (complete 2018). THIS IS FEASIBLE. See satellite view we mentioned this suggestion in ¶22 and the PRD refers us to their earlier response on page 10. ! 4 !

  5. The pink areas show the work sites in Park Village East, Granby Terrace and Hampstaad Road. Park Village East (2017-22) – ! and Mornington Street bridge (2018-22) -Dismounting not acceptable as 5 year situation. Granby closed until 2023. ! HS2 alt: red line. PRD 861 p 18. suggests route via Albany Street and Robert Street (only 100m further) . Daily counts Albany st S of Robert Street for 2013” 5179 NB and 5287 NB (from Roy Turner). ALSO Lorry Holding Area route to Granby Terrace overbridge and to National Temperance Hospital ! Not suitable for inclusive cycling. ! CCC proposal in Green.. We believe that Delancey-Mornington Terrace, Mornington Crescent would be a better alternative PROVIDED THAT the Hampstead Road works are modified ! 5 !

  6. Hampstead Road Bridge 2017-29. (On GNS2 and on our suggested diversion for GNS1). See diagrams from: ! SES2 and AP3 ES Appendix TR-001-000 P 186-187. ! Extract from Stage 1 diagram. The route GNS2 currently links Mornington Crescent (S) to Hampstead Road. ! NOTE: the indicative pedestrian crossing and the access via the bridge from Granby Terrace. ! In AP3:92 we ¶11 we stated that there was no provision for cyclists on GNS2. The PRD page 6-7 refers to CoCP and LTMPs but says nothing about solving this problem. ! ! ! 6 !

  7. Red line shows a southbound route from Mornington Crescent (N) and round Hartington Square. This is unsuitable for inclusive cycling. Too long. One Way, heavy motor flows, buses. ! If they ask what we’d need to use this route -> protected cycle tracks. ! North bound route on Hampstead Road to MC (N) is possible although not as good as using the original route. Inconvenient from Mornington Terrace ! CCC proposal (Green). 2-way track to Granby Terrace where we access Hampstead Road SB or leave it NB ! If all else fails, we could suggest a route using the “indicative pedestrian crossing” outside the Black cat building. ! ! 7 !

  8. Note: we know from AP3 that the work is scheduled 2017-29, but we don’t know the time at which Stage 1 is replaced by Stage 2. ! Cycle infrastructure on Hampstead Road bridge during Stage 1: advisory cycle lanes do not provide adequate protection on a road with average daily flows of over 30,000 motor vehicles per day, and used by over 2,000 cycles per day. There is also concern about the junction with the station access road. ! Protected tracks e.g. with a kerb are needed. The junction needs to allow cycles to pass separately from left turning motors. E.g by providing a separate signal. ! 8 !

  9. AP3: para 11. Cycle infrastructure on Hampstead Road bridge during Stage 2: ! The segregated 2-way cycle track on the W side of Hampstead Road provides no access to the route Hampstead Road to Oakley Square (GEW2). That is, a link via Harrington Square and Lidlington Place. ! Essential to protect cycles on the track from HGVs leaving and entering Granby Terrace ! On entry to Mornington Crescent need to allow cycles to continue northbound on Hampstead Road. ! 9 !

  10. AP3: para 11. Cycle infrastructure on Hampstead Road bridge during Stage 2. Southern end. ! Width of track must allow for > current 2000 cycles per day on Hampstead Road. There will an increase in cycling and extra people due to other roads being closed. ! e.g. GNS 1 (the Park Village East route closed 2017-22) originally went via Varndell Street and we welcome the access via Varndell Street once Park Village East is open. ! We are concerned that suitable signal support be provided for all cycle movements at the Robert Street junction. Cycles on Robert Street should be allowed to turn right as well as left. ! ! ! 10 !

  11. Define QWs. ! TfL AP3:83. TfL ¶95 -97. The use of a large number of local roads is a particular concern, as these routes are not designed to accommodate this volume and frequency of HGV traffic. In particular are concerned about the designation of Robert Street, Arlington Road and Harrington Street. ! ! ! 11 !

  12. TfL ¶95 mentions Robert, Arlington, Harrington, Minimise use of residential roads ¶97. CS11 ¶102-104. ! Arlington . ! Refer to David Horbury and Others (a group petition from Arlington Road and Mornington Street) which will focus on the Quietway specifically. It is AP3: 52. ! Arlington . Louisa will also be mentioning it in passing in her own petition 1690, AP3: 58 Alan Chandler and Others as we all cycle everywhere! ! ! Our petition. Para 24. Asks that access plans be modified to avoid the use by HGVs of these roads. The PR is inadequate in speaking only of mitigation (see P 16) ! 12 !

  13. Para 103-4. TfL petition: the works on CS11 have not been accounted for. Consultation expected Nov 15 part of Mayor’s Cycling Vision to be completed in 2016. Will run on Outer Circle and Park Crescent East. ! Motor access to Outer Circle to be restricted in peak hours. With access restrictions at four gates, the Outer Circle cannot be used as alternative route. ! The HGV holding area on park Crescent east is inappropriate ! The HGV holding area in the Zoo car park would only be acceptable if access is only from Prince Albert Road. ! Access via Gloucester Gate is unacceptable as this is a link from CS11 to the Delancey– Pratt route GEW 1. ! ! ! 13 !

  14. ¶15 Parkway traffic management measures Stage 2. Work sites (on west side) narrow Parkway to 6m on both sides of the junction with Prince Albert Road. ! Parkway traffic management measures Stage 3. Work sites (on east side) narrow Parkway to just over 6m on both side of the junction with Prince Albert Road. ! Parkway traffic management measures Stages 4–6 impact Gloucester Gate and Albany Street. ! PRD: page 90. points 1-6 are general. About traffic management plans and CLoCS. But no specific response to our concerns. ! SE2 and AP3 ES Vol 5. Fig 60-65 ! AP3 claims that the works provide a minimum disruption to vehicular traffic ! ! ! 14 !

  15. ¶17, 18. See PRD in 861Cardington-Melton see para 8, 9 on page 11, 12. Welcome this with reservations. See Figs 2 and 3 in: SES2_and_AP3_ES_Volume_2_CFA_1_Euston_station_and_approach_report ! the cycle route ! Varndell. para 10. Regents Park via Varndell to west side Euston Station. (need two-way in Chester Gate) ! ! 15 !

  16. Refer to TfL petition on AP3:83. ¶ 27-32 ! No E-W cycle (and ped) connection between Euston Road and Mornington Crescent ! Promoter says “no”. Refers to future opportunities. ! We want commitment as TfL ¶31 and definite proposal as e.g. TfL ¶32. (bridge along northern end of NR station) ! 16 !

  17. We asked for ¶27. PRD p18. ! ¶27 of our petition. “…The Promoter should contact Camden Cycling Campaign to discuss how to limit the resulting major impact on Camden’s cycle highways and significantly increased risks to Camden’s cyclists” ! Promise to discuss with TfL and Camden Council and approved by the latter. ! We want to be consulted too. i.e. be in negotiations once the team is in place to work on detailed design ! 17 !
