Hence…most of the time it’s not about the numbers, nor fiscal space, or willingness to pay Those numbers are simply tools to encourage change, to start dialogs & see the horizons There’s the element of:

  • Trust (for something far along the way)
  • Being treated fairly
  • Getting the necessary attention or acknowledgement
  • Knowing that there’ll be adjustments/evaluations

About the INFORMAL SECTOR ILO definition:

  • Private unincorporated enterprise (not separate identity or financial

reporting with or from owners)

  • Some goods/services produced, for sale, for barter
  • Number of employment below certain (nationally-defined) threshold
  • Not in agricultural activities (not second-degree either)

Where they are? Their vulnerabilities? Their willingness to pay? Their ability to pay continuously; how if not?  They may need government support! It’s now a public service, not state-owned enterprise
