  2. Accommodation Review Committee (ARC) Recap • To date the ARC has held six working sessions and two public meetings • Information covered prior to the second public meeting includes: • Purpose, Policy and Process • Staff Alternative Accommodation Option • Enrolment History • Facility Condition • Growth Potential (Township of Oro-Medonte) • Capital Funding and Finance • The ARC continues discussion regarding potential scenarios and their implications on students, the community, and the Board.

  3. Purpose, Policy and Process • The Pupil Accommodation Review was recommended and approved in order to address enrolment, facility, and program pressures • Pupil Accommodation Review Policy 2313 • Guidelines, process, membership, meetings, timing, and terms of reference are set out in Pupil Accommodation Review Policy 2313 and Administrative Procedures Memorandum A5500

Alternative Accommodation Option • Pupil Accommodation Review Policy - 2313 requires board staff to provide the ARC with at least one alternative accommodation option • Board staff accommodation option would require a Capital Priority project to be submitted to the Ministry of Education Summary of option: • Close Moonstone ES (June 2015) • Transfer from Moonstone ES to Coldwater PS – Approximately 114 students • Transfer from Moonstone ES to Warminster ES – Approximately 43 students • Construct a 5 room addition at Coldwater PS and 1 room addition at Warminster ES in 2015 to accommodate additional students

Enrolment • Enrolment at schools in the ARC has seen a slow steady decline over the past five years and this trend is expected to continue • Continued enrolment decline will result in increasing program challenges • School enrolments are not balanced with school capacity • Declining enrolment is not unique to this area and is prevalent in mature and rural regions board wide • Projections have taken into account the implementation of the full time early learning kindergarten program • No significant residential development is concentrated in the communities

Facility Condition • Combined, there is an approximate $2.1 million backlog of renewal projects needed at these schools • By 2021 approximately $7.2 million will be required to address renewal projects needed at these schools • These estimations do not include upgrading schools to current building code and accessibility standards • These estimations do not include upgrading program spaces (library, gymnasium, special education, play area, kindergarten, administrative)

Growth (Township of Oro-Medonte) • The Province has directed that growth be allocated to settlement areas that have full sewer and water • Warminster is a settlement area where some growth on municipally owned water system and private septic systems would occur • Moonstone is settlement area where limited growth on municipal water and private septic systems would occur • To ensure that development in settlements occurs in a cost-effective, rational and environmentally sound manner to address matters related to servicing, roads, parkland, and the need for community facilities • To ensure that all new development is or will be provided with adequate park and school facilities

Recommended option(s) to be presented at 4 th public meeting • on Thursday , February 16 th : 7pm at Moonstone Public School
