ANNOUNCEMENT ELRC # 20-11: RESTORING CHILD CARE WORKS PAYMENT PRACTICES BASED ON ATTENDANCE AND INVOICING FOR ALL CHILDREN

Effective September 1, 2020, CCW payments will return to payment practices and policies based on attendance and invoicing for all children, regardless of when the child was enrolled with the provider.

Absences will be tracked and counted towards the 40 days of absences for all children.

Children’s enrollment after five days of consecutive absence will be suspended until the child returns to care.

All Adverse Action notices will be sent to families per policy. ELRCs will begin to send Adverse Action notices that have been held due to revised COVID-19 policy.

Dual enrollments, the practice implemented under COVID-19 to support both a closed provider and families who needed care will end. Children will be enrolled only with the provider where the child attends.

Collection of family co-pays will resume.

funding, the deadline is July 22, 2020.

 You do NOT need to submit a new form for July.  You should only submit one form to the ELRC in the region where your

program is located (regardless of which ELRC is paying for enrollments).

PHL Childcare Reopen Survey for Families

  • Forward to your families

Take the PHL Childcare Reopen Survey Reinvestment Fund, the City of Philadelphia’s Office of Children and Families, Public Health Management Corporation (PHMC), and United Way of Greater Philadelphia and Southern New Jersey are conducting a city-wide survey to understand childcare needs as people head back to work and school. The survey will be open on the Reinvestment Fund website for the next two weeks and is available in eight

  • languages. Parents and guardians can participate in the online survey anonymously to share their needs

and concerns around care for children ages 0 to 5 in their household. Participants who complete the survey will be entered into a daily drawing for a $100 Visa gift card.

Funding Opportunity: COVID-19 PA Hazard Pay Grant

Eligibility

  • Businesses – a corporation, partnership, sole proprietorship, limited

liability company, business trust, or other commercial entity.

  • Employees must be ‘front-line’ employees facing the hazards of COVID-

19 and have continued working through the Governor’s March 19, 2020 Business Closure Order as a life sustaining business or a business that received a business waiver. Employees teleworking from home are not eligible

  • Eligible employees = earning less than $20/hour, excluding fringe

benefits and overtime. Use of funds

  • May apply for up to $1,200 per eligible full-time equivalent (FTE)

employee.

  • The hazard pay must be paid to the eligible employee over the 10-week

period of August 16, 2020 through October 24, 2020 as a $3/hour hazard pay increase to their regular pay rate. Application window is open now through July 31, 2020
