Project Background

  • 2016 airport wide Pavement Condition Inventory found runway

pavements conditions had changed to trigger pavement rehabilitation

  • The main runways electrical system and signage reliability is

decreasing and maintenance is increasing

  • FAA Runway Safety Action Team identified two “hot spot”

pavements that should be removed to enhance airfield safety

  • Magnetic declination has changed and, to remain compliant,

runway re-designations are required

The Process

  • All major elements of the project are FAA grant eligible
  • Following the City of Wichita and FAA regulations a consultant

was selected thru the City staff screening and selection process

  • H. W. Lochner (Lenexa) was selected from four firms submitting
  • Both staff and the FAA felt a study was needed to define the

project scope and develop a preliminary project cost

The Process

  • The study and subsequent design went thru several rounds of

review by staff and the FAA with significant input from stakeholders

  • Spring 2019 the design was nearly complete and we were notified of

an FAA supplemental grant for $6.66 million to replace the RWY 1L- 19R keel (center) section

  • Design modifications followed and the bid opening occurred August

16th with Pearson Construction the lowest bidder.

Recommendation

It is recommended the Wichita Airport Authority approve the capital project budget adjustment and supplemental agreement, ratify the grant applications, authorize acceptance of grant funds and designate the Director of Airports to sign all documents related to the grants.
