State Requirements for English Learner Reclassification
Under California Education Code 313(f), a school district shall utilize multiple criteria to determine whether to reclassify a pupil as proficient in English, including, but not limited to, all of the following: Criterion 1: Assessment of English Language Proficiency Criterion 2: Basic Skills in English Criterion 3: Teacher Evaluation Criterion 4: Parental Opinion and Consultation

Aug 2018 SFUSD Sets New Reclassification Criteria To reclassify, students must have overall ELPAC level of 3 with subscores of 3 or
- higher. CDE directed
districts to set their own proficiency level pending further guidance from CDE. State Board of Education Approves New Cut Scores for ELPAC School districts will use new cut scores starting with the 2018-2019 ELPAC results (available during the summer of 2019). 8 Criterion 1: English Language Proficiency
- ELPAC overall score of 4 with 3 or higher on
subscores (2019 cut scores set by CDE)
- No subdomain scores of “beginning”
Criterion 2: Basic Skills in English
- Fountas & Pinnell English Assessment (Gr. K-5)
- Reading Inventory (Gr. 3-12)
- Smarter Balanced Assessment, English Language
Arts/Literacy (Gr. 3-8, 11): 2.5 Criterion 3: Teacher Evaluation
- For Gr. K-5 SBRC average of 2.5 or higher in English
Language Arts (ELA) OR English Language Development (ELD)
- For Gr. 6-12 grade of C or better in ELA OR ELD
- If average or grade fall below the above, teacher
evaluation required for Gr. K-12 Criterion 4: Parent/Guardian Opinion and Consultation
- Parent/Guardian receives notification and may
contact school with questions (parent may waive out) Criterion 1: English Language Proficiency
- ELPAC overall score of 4 (2019 cut scores set by CDE)
