The Intelligent Energy Europe Programme (IEE)

The IEE aims to create tangible changes on the ground, as part of the EU policy on energy efficiency and renewables, by:

  • Creating favourable market conditions
  • Shaping policy development and implementation
  • Preparing the ground for investments
  • Building capacity and skills
  • Informing stakeholders and fostering commitment.

RePublic_ZEB is one of the IEE projects, focussed on economically sustainable strategies

and policies to encourage the refurbishment of the public building stock towards nZEB levels, according to EU 20/20/20 target

RePublic_ZEB aims to support South-Eastern European countries to promote to the market a

set of robust technical solutions to refurbish the public building stock towards nZEB by increasing key stakeholders’ confidence in nZEB and to take concrete steps to accelerate the renovation of public buildings

Basic objectives:

  • A. Public building stock state-of-the-art assessment: country specific evaluation of energy

consumption and CO2 emissions;

  • B. Reference buildings definition;
  • C. A common framework and an harmonized methodology to define the nZEB concept

for public buildings. Core objective: Define the costs/benefits of optimized packages of measures to refurbish the public building stock towards nZEB which are standardized and adopted by builders and owners. Accompanying actions objectives to promote and accelerate the refurbishment of the public building stock towards nZEB:

  • A. Improve the knowledge of the all stakeholders (authorities, builders, public owners,

installers, professionals...) in smart technological solutions (packages of measures);

  • B. Define a bottom-up structure to be implemented that promotes building renovation

initiatives.

The main proposed output is to define cost-optimal and low-risk technological packages of measures to refurbish public buildings towards nZEB Further outputs are proposed that will facilitate the market for renovation of the public building stock. These will provide guidelines aimed at:

  • national or regional authorities, energy agencies and

EPC providers in order to address local energy policies, to support the development of financial mechanisms and to spread the use of Energy Performance Certification as a driver for renovation;

  • industries, housing organizations and owners of large

building stocks to overcome the lack of practical experience and so improve familiarity and confidence in new and smart building technologies.

  • building industry offer to the market of specific, low-risk and quality guaranteed techniques for
