  9. III. Readiness process progress C2. National REDD+ Strategy Preparation • Analysis of drivers of DD and strategic options to address the drivers Priority Causal direct- Deforestation Causal Direct-Degradation Cattle grazing in forests Very High Commercial Livestock Extraction of wood, firewood / coal Badly managed / poorly executed Illegal logging of natural forest management plans Commercial Agriculture Medium and low intensity fires High Introduction of alien / invasive species Migratory agriculture / subsistence Opencast mining Extraction of wood forest products Medium Extraction of wood, firewood / coal Illegal logging of natural forest 9

  10. III. Readiness process progress C2. National REDD+ Strategy Preparation Indirect causes of deforestation and forest degradation 10

  11. III. Readiness process progress C2. National REDD+ Strategy Preparation Strategic options to address the drivers 1. Strengthen the legal and institutional framework for the conservation of Natural heritage and the sustainable use of natural resources 2. Establish, strengthen and implement public policies to limit and/or contain the expansion of the agricultural, livestock and infrastructure frontier in forested areas 3. Promote natural resource management models that contribute to the conservation and sustainable use of forests and increase forest cover 11

  13. III. Readiness process progress C2. National REDD+ Strategy Preparation Cost/benefit analysis study and financing plan Government: Accumulated gap at year 5 = less than USD $ 7 M. Recovery in year 6 with ER payments Private Sector: An investment (Financing) of USD $ 109 M is required 13

  14. III. Readiness process progress C2. National REDD+ Strategy Preparation Cost/benefit analysis study and financing plan Forest carbon ownership study • There are no legal limitations • For clarity and transparency, a presidential decree is recommended Analysis of the legal, institutional framework for REDD+ safeguards • Determination of strengths • Identification of weaknesses • Weaknesses to be addressed in the ENREDD+ 14

  15. III. Readiness process progress C3. Forest and Forest Emissions Reference Levels Land use and land change maps 2005-2010-2015 15

  16. III. Readiness process progress C3. Forest and Forest Emissions Reference Levels Forest emissions reference level • On average DR’s forest emissions total 662,545 tCO2e/year • Based on this estimate, emissions will total on average 3,312,725 tCO2e from 2020 to 2024 • Considering buffers and uncertainty, activities foreseen in the ERP will generate forests emissions reductions and removals by the order of 5,057,154 tCO2e 16
