  11. Boundary Planning Process Governed by: • School Board Policy 264 • Regulation 264-2 1/2/2019 11

School Board Policy 264 • Provides for the creation of the Boundary Planning Committee to:  Obtain public input in the boundary planning process  Develop elementary school boundary plan proposals  Receive public input during the Community Meetings to make modifications to its boundary plans (as necessary)  Prepare a Final Report that includes recommendations for the School Board’s consideration • “School boundaries for each school are established by the School Board based on the need to provide for instructional effectiveness and the health, safety, and general welfare of all students.” 1/2/2019 12

Regulation 264-2 • Each boundary plan will attempt to: • Balance enrollments at the affected schools within ±15% of the total capacity utilization over the next 3 years • Minimize the number of times a specific geographic area is reassigned schools within the past several years at a specific school level (e.g., elementary, middle, & high) • Facilitate the efficient transport of students • Avoid splitting small neighborhoods • Improve geographic progression of communities • Consider the demographic balance 1/2/2019 13

Demographic Balance • Boundary Planning Committee considers three demographic variables • LEP (Limited English Proficiency) • Economically Disadvantaged • Minority • Awareness of these data provides for the drawing of boundaries that embraces diversity among schools in the Division 1/2/2019 14

Boundary Committee Responsibilities • Review the initial plan developed by the Office of Facilities Services • Analyze student enrollment, school capacity, housing, and demographic data • Collaborate and develop new boundary plans • Hold two Community Meetings with intent to gain “input” from community members • Modify boundary proposals (as necessary) • Prepare a Final Report to the School Board with boundary recommendation(s) for consideration 1/2/2019 15
