  1. Purpose • Follow up to meeting on Monday 20 August 2018 • Background information on why measures need to be taken to accommodate the amount of traffic along Dodworth Road – one of the key routes into Barnsley from the M1. • Respond to previous issues raised, including; o Timeline of activity o Current Congestion Constraints and Future Growth Ambitions o Air Quality / Promotion of Active Travel o Traffic Modelling / Options considered and discounted o Proposed Scheme – how it works o Greenspace considerations and proposals o Ecology o Helicopter Landing o Horizon School • Wider implications • Next Steps

  2. Background

  3. Timeline • Dodworth Bypass created 2006 • Highway improvements funded by Highways England; traffic lights and additional lanes added M1 J37 2015 • Infrastructure delivery plan published, working with key partners to help planned growth • Economic growth corridor proposal outline business case approved 2016 by Sheffield City Region • Aecom commissioned to provide independent assessment of options

  4. Current capacity constraints – linked to Capitol Close Anticipated job outputs based on Site reference Potential floor space (SQM) HCA densities Capacity at the crossroads 36,844 946 before mitigation required Capitol close area total 43,350 1,113 development capacity Development unlocked by 6,506 167 mitigation in the short-term* *Total development capacity minus the capacity at the crossroads before mitigation is required

  5. Future growth We’re investing in the town centre to make Barnsley a better place to live, work, invest and visit, but we need to make sure traffic can move freely so people can get in and out easily. Without highways improvements, the future growth aspirations of the borough will be unable to be accommodated. • Existing Core Strategy - 2026 • Jobs & Business Plan Review • Housing Strategy 2014-2033 • Emerging Local Plan - 2033

  6. Current core strategy

  9. Traffic modelling Aecom AECOM is a global network of experts working with clients, communities and colleagues to develop and implement innovative solutions to the world’s most complex challenges Appoint by BMBC via Midlands Highway Alliance framework. Barnsley Transport Model Barnsley Transport Model aims to determine whether the existing highway infrastructure can cope with the projected growth with or without interventions across the borough Vissim Industry recognised as the worlds most advance and flexible multi- modal traffic flow simulation software package

  10. Highway solutions considered • Initial options assessed • Option A – roundabout between Broadway and Horizon, diverted Pogmoor Road (16 variants) – Option B – existing crossroads with left turn slip roads (four variants) – Option C – roundabout with Horizon, diverted Pogmoor Road (eight variants) – Option D – roundabout to replace the existing crossroads – Option E – gyratory with a diverted Pogmoor Road – Option F – Left turn flare from Dodworth Road (west) into Pogmoor Road (previously approved scheme) – Option H - Dualling of Dodworth Road • Multiple variants were also tested to assess the impact of amending some of the options

  18. Stage two considerations Version Taken forward to stage two Option 16 Broadway, Pogmoor Road and Horizon as separate signalised T junctions. A none Capacity improvements not considered to outweigh unacceptable impacts on B pedestrian safety and land take costs. 3 Dodworth Road / Broadway as a signalised T junction and Horizon / Pogmoor as a signalised roundabout. C 6 / 7 Dodworth Road / Broadway as a signalised T junction and Horizon / Pogmoor as a signalised crossroads (V6 and V7 hav different pedestrian facilities). none Priority controlled roundabout does not provide appropriate level of D pedestrian crossing provision, particularly given proximity of college. none Likely operational issues (e.g. exit blocking from internal links / downstream E merge) and insufficient pedestrian crossing provision, particularly given proximity of college. Option taken forward to VISSIM to allow other schemes to be benchmarked F against previous preferred option, however LinSig modelling indicated it was unlikely scheme would provide sufficient capacity.
