u BMDC will continue to fulfil their statutory duty by
providing a central ‘City Library’ service;
u BMDC funding cuts and financial projections have had to
move a large number of libraries into Community Management or closure;
u Clayton offered a ‘hybrid’ library service, shared
responsibility with BMDC and local community;
u New hybrid service will commence in April 2017; u Lack of community interest = closure and sale of library
building;
u To maintain the library service opening 30.5 hours per week; u The proposal from BMDC is to provide a ‘hybrid’ library until March
2020;
u BMDC staff = 30.5 hours/week u Volunteers = 30.5 hours/week
u Building will remain an asset of BMDC and part of Bradford
Libraries network;
u Volunteers will work inline with BMDC policies/procedures &
provided with full training;
u Need to identify a Responsible Body (can not be the Parish Council) u Need to find a Volunteer Co-ordinator
u Clayton Library registered as an ‘asset of community
value’ – a community right to bid – the power to trigger a 6-month moratorium on any proposed sale – although need to be mindful of precept increase…
u Already had a good response from the public; u Over 20 volunteers able to provide approx. 30 hours
support;
u Positive discussions with Management Committee of
Clayton Community Association (CCA);
u CCA agreed to be the Responsible Body; u Paper going to Parish Council on 19th Jan 2017 to consider
a new parish council funded role:
u Asst Clerk / Volunteer Co-ordinator 10/12 hrs/wk; u Will work from the Library for the Parish Council and contribute
towards volunteer hours;
u New governance structure and proposal to create a
Library Oversight Group - to be discussed at Parish Council
u Assist the Parish Clerk & Responsible Finance Officer; u Act as a Customer Services Assistant in the Library; u Identify and co-ordinate library volunteers; u Will manage the volunteers and be responsible for the
day-to operations of the library volunteers;
u Responsible for H&S of volunteers; u Responsible for the collection of library funds, footfall
statistics etc;
u Oversees Library activities – reading sessions, visits, IT
courses etc;
After March 2020 – Review and next steps for a full Community Library Service
