  2. INTRODUCTION ► 2019-2021 Term Sheet indicated PAs will report on up to 6 additional mutually agreed upon KPIs in quarterly reports ► Presentation intended to: − Present final proposed KPIs − Describe additional PA reporting requirements www.ma-eeac.org Proposed KPIs and New Reporting | 2

RESIDENTIAL KPIS KPI Purpose • Shows success of PAs efforts to secure Recommendation to installation conversion rate and # of customer participation • Current calculation includes customers measures installed (discussions still ongoing with PAs) with no weatherization opportunity • Assesses the success of the PAs’ various # of measures by end use (air sealing, insulation, heating new strategies • Aggregates data currently available and systems, air conditioners, hot water, thermostats, and lighting) does so in timelier manner • Assesses implementation of energy Heating system recommendations by fuel and type (discussions still optimization in a timely manner ongoing with PAs) www.ma-eeac.org Proposed KPIs and New Reporting | 3

C&I KPIS KPI Purpose • Provides timely insight into lighting Ratio of lighting controls projects to total lighting projects by electric PA projects with controls • Controls will be critical to maintaining high savings levels • Highlight best practices • Provides more timely data to Electric and gas net lifetime savings from custom HVAC projects and understand program performance • HVAC savings important as lighting number of projects by PA market transforms • Provides insight into a. For electric, % of non-lighting turnkey initiative savings comprehensiveness of C&I turnkey b. For gas PAs, % of non-aerator initiative turnkey initiative savings Note: Reporting KPIs by PA subject to MSD data protection rules . DPU ORDER REQUIREMENTS: PLAN YEAR AND TERM REPORTS ► DPU Order requested PAs provide several items in PA annual and term reports ► 2019 Plan Year Report − Update on enhancements to address sector barriers, including the municipal partnership strategy − Explanation of how recommendations from administrative cost study have been adopted − Proposal for more refined MMBtu conversion method − CMA detailed report on EE in Lawrence, Andover and North Andover ► 2021 Term Report − Evidence of reasonableness of non-competitively procured costs www.ma-eeac.org Proposed KPIs and New Reporting | 7
