Environmental Cooperation Action Plan

  • Launch China-ASEAN Green Envoy Program (GEP)
  • China-ASEAN Green Envoy Program is an important program on public awareness and capacity

building between China and ASEAN. On 22 October 2011, officials from China and ASEAN countries jointly launched the China-ASEAN Green Envoys Program during the China-ASEAN Environmental Cooperation Forum 2011. Under this program, we implemented a series of cooperation activities.

  • Biodiversity and Ecological Protection Cooperation
  • Biological diversity is one of the priority cooperation areas between China and ASEAN. With the

support of China-ASEAN Cooperation Fund, CAEC and ASEAN Center for Biodiversity (ACB) jointly developed China-ASEAN Biological Diversity and Ecological Conservation Cooperation Plan. In this programme some activities were designed, such as expert exchange, joint research, and seminar.

  • Promoting environment sound technology and industry collaboration
  • This component includes the establishment of the China-ASEAN environmental industry and

technology network, and the platform for information exchanging, development and research as well as training. The cooperation activities will include demonstration and pilot for environmental technologies, environmental labeling and mutual recognition, with the aim of promoting exchange and cooperation on environmental technology and industry. We finished the draft cooperation framework and provided to the ASEAN secretariat for comments. We hope that the cooperation in this field could be launched as soon as possible.

  • Development and implementation of Joint Research Programs
  • China and ASEAN will jointly develop the China-ASEAN Environment Outlook. At present, a

preliminary draft outline of this report was almost finished. It will be provided to the ASEAN Secretariat for comments later. It is expected that the contents and methodologies for compiling the report will be determined in the near future.

Cooperation Under the Framework of the Action Plan

Promoting environment sound technology and industry collaboration

  • Establish the China-ASEAN environmental industry and technology network
  • Demonstration and pilot activities for environmental technologies, environmental labeling and

mutual recognition

  • The draft cooperation framework is under discussions

Biological diversity conservation is one of the priority cooperation areas set up in the China-ASEAN Environmental Cooperation Strategy.
