Criteria Efficient, Effective, Responsive • Does it meet or support a goal of Dakota County? • Is it something that can be initiated by/in 2020? • Will we be able to make visible progress to the Board and public within 2 years? • Does it have a reasonable chance for success provided we resource it appropriately? • Is there a clearly defined goal or outcome? What would success look like? How would we recognize it? • Is the idea practical/realistic? • Is the idea something that Dakota County is able to achieve or execute independently? If no, is there high probability that necessary stakeholders/partners would be willing to work with Dakota County? 3

Conceptual Priorities Efficient, Effective, Responsive Priority No. 1 Accelerate Transportation Improvements Idea: Both move “out - year” Dakota County transportation projects ahead and conduct some early engineering and design work to help accelerate partner projects. Anticipated 2020 Result: Adopted plan for accelerated County transportation projects, as well as a strategy for assisting partners in project acceleration. 6

Conceptual Priorities Efficient, Effective, Responsive Priority No. 2 Aggressively Expand Natural Resource Acreage under County Protection Idea: Pursue the vision of aggressively adding high priority natural areas to the number of protected and restored acres under County protection, with a focus on wetlands, water quality, and flood control. Anticipated 2020 Result: Complete and adopt plans, which will inform funding within budgets for 2021 and beyond. 7

Conceptual Priorities Efficient, Effective, Responsive Priority No. 3 Brownfield Economic Redevelopment and Land Assembly Activities Idea: Begin cleanup activities for “Top Ten” high priority Brownfields in Dakota County, which will enable future site redevelopment and economic viability. Anticipated 2020 Result: Identify “Top Ten” high priority sites and begin initial cleanup efforts. 8

Conceptual Priorities Efficient, Effective, Responsive Priority No. 4 Byllesby Dam Power Generation for County Facilities, starting with Lake Byllesby Regional Park (LBRP) Idea: Utilize the power generated by Byllesby Dam to provide electricity to select Dakota County facilities. This electricity will reduce County utility bills, save tax dollars, utilize a green power source, and make LBRP a green power facility. This priority will move Dakota County toward electrical self-sufficiency. Anticipated 2020 Result: Prepare for the powering of LBRP, when Byllesby Dam resumes power generation in 2021. Explore possibilities for the routing of remaining electricity to desired locations close to Byllesby Dam. Review possible activities related to the enhancement and promotion of broadband. 9

Conceptual Priorities Efficient, Effective, Responsive Priority No. 5 Completion of Mississippi River Greenway and Potential Amenities Idea: This project will pursue activities related to the completion of the Mississippi River Greenway and will enhance amenities from the Interpretive and Experience Design Plan, such as the Swing Bridge Overlook Observation Deck. Anticipated 2020 Result: Progress toward completion of Mississippi River Greenway, as well as prioritized interpretive and experience design improvements. 10

Conceptual Priorities Efficient, Effective, Responsive Priority No. 6 Designate the Rich Valley Greenway as a “Veterans Memorial Greenway” Idea: The 5-mile greenway would extend from Lebanon Hills Regional Park to the Mississippi River Greenway and would include 5 to 7 memorials. Anticipated 2020 Result: Complete project visioning, preliminary design work, property appraisals, and a right-of-way agreement with Flint Hills Resources. Consider officially renaming greenway. 11

Conceptual Priorities Efficient, Effective, Responsive Priority No. 7 Develop a New County Library in South St. Paul Idea: Develop and adopt a plan for adding a 10th County library in South St. Paul, including location, features/services, and financing. Anticipated 2020 Result: Adoption of a plan for a County library facility. 12

Conceptual Priorities Efficient, Effective, Responsive Priority No. 8 Evaluate Purchase of Dan Patch Rail Line in Burnsville and Conversion into a Greenway Idea: By purchasing the former rail corridor, which extends from Savage to the I-35 underpass, Dakota County will be spending less than the cost of constructing an independent greenway and the public will save on railroad related maintenance funding (e.g. MN DOT’s need to reconstruct the rail bridge over Highway 13). Anticipated 2020 Result: Evaluate purchase of the former rail corridor for conversion into a greenway. 13

Conceptual Priorities Efficient, Effective, Responsive Priority No. 9 Support Resolution of Freeway Landfill Issues Idea: Support an economically feasible and environmentally responsible resolution of the Freeway Landfill. Anticipated 2020 Result: Support discussions and determine appropriate County role in a positive solution. 14

Conceptual Priorities Efficient, Effective, Responsive Priority No. 10 Assessment of Selected Past Pilot Projects and Initiatives Idea: Conduct a formal assessment of selected past pilots to evaluate impact and cost savings. Anticipated 2020 Result: Develop assessment criteria, determine which past pilots will be reviewed, and start to complete assessments. 15

Conceptual Priorities Efficient, Effective, Responsive Priority No. 11 Enhance Jail Security and Reduce Associated Liability Idea: This effort will improve safety and efficiency within the jail through new efforts to reduce the amount of contraband entering the jail. This smuggled contraband, including drugs and weapons, contributes toward overdoses and assaults on staff and other inmates. Anticipated 2020 Result: Purchase body scanner and increase staffing for operation. 16

  17. Conceptual Priorities Efficient, Effective, Responsive Priority No. 12 Expand Medical Assisted Treatment (MAT) Program in Jail Idea: This effort would expand MAT options for qualifying Dakota County jail inmates. Anticipated 2020 Result: Provide additional options for reducing opioid dependency to inmates. 17

Conceptual Priorities Efficient, Effective, Responsive Priority No. 13 Innovations to Maintain a Competitive and Productive Workforce Idea: Review and consider offering the “next level” of employee benefits, which will further position Dakota County as an employer of choice. Anticipated 2020 Result: Make decisions and begin implementing workforce strategy, which will include a prioritized ranking of programs and offerings. 18

Conceptual Priorities Efficient, Effective, Responsive Priority No. 14 Pursue Fee Reform through Consideration of Client Hardship Idea: Reduce or waive fees and charges across Dakota County programs in cases where clients are unable to pay or the cost deters participation in the program or service. Anticipated 2020 Result: Develop a specific plan for fee waivers and/or reductions based on some measure of income or hardship that could be applied consistently across programs. Include within subsequent budget process. 19

Conceptual Priorities Efficient, Effective, Responsive Priority No. 15 Adapt Dakota County to Demographic Changes Idea: Ensure that Dakota County is considering additional steps to plan and respond to demographic changes. Anticipated 2020 Result: Identify and outline next steps for the incorporation of desired approaches to address demographic changes. 20

Conceptual Priorities Efficient, Effective, Responsive Priority No. 16 Additional Strategies to Reduce Outstanding Warrants Idea: This approach, which is utilized in other jurisdictions, would pursue individuals through a variety of approaches (e.g. social media searches) to reduce outstanding warrants. This approach would include continual improvement of the resolution of warrants activities. Anticipated 2020 Result: Complete review of barriers and begin to pursue appropriate solutions. 21

Conceptual Priorities Efficient, Effective, Responsive Priority No. 17 Child-Care Assistance to Support Employment and Housing Opportunities Idea: Create a County-funded supplemental child care assistance program to support employment and housing opportunities for families eligible for state basic sliding-fee (BSF) child care support and on the waiting list. Anticipated 2020 Result: Design and launch the program utilizing an initial $500,000 investment. Assess results and determine the ongoing need and cost. 22
