PSI – who are we?

PSI is the brainchild of two veterans of the publishing world who hold over 40 years of STM publishing experience. During their work for major publishers that they recognised the extent of IP misuse and subscription abuse, the damage it was causing. PSI IPV Ltd. is an independent third-party, which enables Publishers and membership societies to work together securely and confidentially towards the common goal of eliminating subscription abuse and IP misuse. PSI is also the developer of theIPregistry.org giving confidence to publishers and libraries worldwide that the correct IPs are providing access to the right content and the right usage is attributed to the correct users.

Our interest in Organisation Identifiers

As part of the development of The IP Registry we created a set of exact naming standards , as well as a 6 digit, automatically generated Organisational ID The ethos behind the IP Registry is to facilitate communication within the research industry in order to benefit the industry as a whole The IP Registry houses 1.5 Billion vetted IP addresses and more than 60,000 Institutional Libraries the same that are all utilising electronic content The IP Registry allows Libraries to register for FREE

their own records, meeting many of the openPIIR requirements already The Registry is quickly becoming adopted by many Publishers, Organisations and Consortia and we believe that no

Resources for development

Many of the requirements of the openPIIR have been completed and built as part of the IP Registry, meaning much less resource and investment would be needed. Solid Foundations are already in place which would save significant cost. There is capacity to sync with all relevant OrgID providers An existing framework is in place allowing us to adopt a larger set of functionalities to support each user type We can adopt larger sets of functionality, metadata and hierarchies. An API is in development to communicate with library service providers. This functionality can be expanded to meet the requirements of the openPIIR. Seeded data will not be required as the IP Registry is already populated with the required information. However if the working group requires comparisons, we are able to work toward inclusion

PSI will provide the staff resource required to verify changes made to records and for any questions about APIs and the downloading of a freely available dataset PSI will provide a mirror copy of the database to be held by Cross-Ref and will also provide them with a copy of the source code to be held in escrow

OpenPIIR is intended for use by the research community

Effectively leverage the existing content of the IP Registry Database is easily and freely available to for use by the research community The IP Registry already provides a unique Org.ID that meets many openPIIR requirements

Encouraging cross talk between existing registry providers

The functionality for libraries to review and edit pre- populated records already exists within the IP Registry Supports self-management by organisations IP Registry can be synchronised with other relevant OrgID providers and is already matched to the below:

Managing Permissions

  • The IP Registry has an existing system in place where

access to records is by permission

  • Access will be granted by both Username and

Password and IP Address

  • Dedicated staff in place to manage records and

approve all inputs, maintaining the integrity and uniformity of the database

  • Supporting evidence must be provided in order to

receive extra permissions granted or to significantly amend a record that is already in the database

Organisational Levels

  • There is already Affiliation and Hierarchical links in

place within the IP Registry

  • These will be enhanced from their current publishing-

focussed levels to new concepts that will meet the requirements of each use case

  • We currently are ready to add the standards for

funders from Cross-Ref into the database and create another code for them on the OrgID schema

Uniquely Identifying each Organisation

  • We have built a strict schema which can be seen in

Appendix 1 of our Response

  • We identify each organisation, giving them each a

unique English Standard Name, up to 3 aliases as well as linking the customer IDs and Customer Names from all our Publishers.

Documentation and Data

  • Documentation and data will be available in both

human and machine readable formats

  • PSI are willing to licence all relevant data within the

IP Registry, excluding IP Data according to a CC0 licence for the purposes of this project only

Accepting and seeking seed data from

  • Org. ID Providers
  • The IP Registry will accept data from other

providers as necessary to enhance the existing data

  • Data should be kept in the same standard format

and will therefore go through a clean-up process first

  • We have already accepted data for 60,000
  • rganisations and their hierarchies, therefore this

process has already begun

Documented Processes

  • The IP Registry already uses a Documented Process

for inclusion/exclusion, creating, merging and deprecating records

  • There are dedicated staff in place to manage

records and maintain integrity

  • User manuals have already been created for these

processes

  • Evidence will be required to support significant

amendments but the governing board for openPIIR will be able to decide on any changes to openPIIR records

Tracking record changes

  • The IP Registry will enable a history of all changes to

be kept within the Registry to a standard to be fully discussed.

  • This will include details of the change, the source

and the evidence provided to make the change

Customer Support and Ticketing

  • There is already a system in place for users to

directly contact dedicated staff by email or by phone

  • Any additions can be introduced as required as

much of the functionality is already in place, basic amendments will be more simple to build

Governance Recommendations

  • The IP Registry will open parts of the

Registry that are necessary to comply with the openPIIR project

  • There will be the ability to download the

data at no charge under a CC0 licence to be decided by the Governors

  • No Fee for organisations to come into the

registry and amend their records (verification and checks by IP Registry staff)

  • Mirrored copy of the database to be offered

to Cross-Ref to host, details to be arranged if this is adopted by the group

  • If chosen, source code to be held in Escrow to

comply with the wishes of the Governance Breakout Group

  • If chosen, a new governance board will be
  • rganised as well as a non-profit, transparent,

non-stock company to handle the open-registry

  • Protections to be put in place for any situation

where the company is wound up, such as Open Registry parts to be passed to Cross-Ref and the mirrored copy to be opened up

Business Model

Initial development costs will be a fraction of beginning ‘from scratch’. Large majority of the development has already been carried out in the process of building the IP Registry The IP Registry provides strong, existing foundations on which we can build upon to deliver the ultimate target solution Future-proofing will be taken into consideration by looking at how we can apply more progressive technologies to the

Conclusion

The IP-Registry is the only existing “one stop shop” for all stakeholders. Existing adoption by publishers, libraries, platforms and consortia make us the ideal partner for Open PIIR and partnership with PSI will reduce start up costs massively and also enable the project to commence immediately.
