MISSION AND AIM

  • The mission – to seek to ensure the security of the society while

choosing for the person on probation efficient and humane means

  • f social – legal influence corresponding his needs for the integration

into society.

  • The aim – to implement the sentenced probation, appointed

punishments not related with imprisonment (aport from the punishments limiting the property rights) to use punitive and educative means for the persons, living on the territory of the institution and listed in the registers of probation service and to help them get integrated into society.

  • Probation (postponement of the punishment implementation,

conditional discharge from penitentiary institutions);

  • Punishments with public service and limitation of freedom;
  • Punitive means (interdiction on special rights, deprivation of the

right for certain jobs or activities, compensation of property damage

  • r its elimination, free work, prohibition to approach the person

that has suffered injury, taking part in programmes on correcting violent behaviour );

  • Educative means (indemnity or elimination of property damage, free

work of educative character, handing over to parents or other physical or legal persons for developing and caring, restriction of behaviour).

  • Investigates the person’s social surroundings, criminogenic factors, as

well as other circumstances enabling the court to individualize the conditions of probation;

  • Controls how the accused person carries out legal obligations, set

integrate into social life.

  • Every year there are held preventive measures “Supervision
  • f offenders” which are aimed at enhancing public safety,

reducing recidivism, activating the probation services, local child protection departments and local police institutions, cooperation, the persons on parole release from correctional institutions, and minors in the supervision of the probation services and control of the implementation of the obligations.

Kaunas probation officers and Men's Crisis Centre together participated at an educational campaign "Zero tolerance for violence" which was held in the shopping and entertainment center "Akropolis“.

Social activities for offenders

  • People who are in Probation Service supervision are always encouraged to

participate in various voluntary activities. They participated in the "Food Bank" organized campaign, Lithuania clean up campaign "Let's do it" and many other events.

Social activities for offenders

  • Officers of Kaunas probation service organised and accomplished educational

program for minors “Help for animals” which aim was, by helping animals at shelter , develop minors’ ability to sympathize, love and take care of those, who can not take care of themselves. It also seeks to educate the communication of young folk, teamwork skills, to have fun, gain new friens and have a good time.

PROGRAMS

  • Seeking to improve the process of integrating the convicts into

society, to decrease the recurrence of criminal deed, Kaunas district probation service uses an adapted for the system of punishments implementation in Lithuania evaluation of repeated criminality risks methodics “OASys”, during which a detailed, precise and objective evaluation of the transgressor is carried out. This evaluation is used planning the following steps of supervision.

  • Carries Out a behaviour correction program “EQUIP”. This cognitive

– behavioristic program of correction is directed to correcting the behaviour of delinquent young people. It has to teach the young people to think and behave responsibly. The goal of the program is to motivate and enable teenagers to help each other.

PROGRAMS

  • Carries out a behaviour correction program “One to one”. This

cognitive – behaviouristic program is appointed to individual work with adults. The program is oriented to the correction of the behaviour of dependent people and to solving problems caused by violence and criminal behaviour. The program “Only you and me” consists of 3 modules which deal with : criminal activity usage of psychotropic substances and violence. The program is applied during private lessons with convicts.

  • Carries out a behaviour correction program “BCC”- “Behaviour-

counseling-change” . It is a program of an introductary meeting and five half- structured motivating conversations used in individual work with unmotivated or low- motivated people.

PROGRAMS

  • Violence management in program “Correction of violent behaviour in

the system of punishments implementation”. One of the main goals of this program is to help the affenders to deal with family conflicts without aggression not to violate, to understand that violence is, to recognize the sigus of approaching violent behaviour to gain new skills that help to build partnership in the family, to make use of affered help, etc.

  • For the people under the care of Kaunas district probation service, the

psychologists of Kaunas district Male Crisis centre gratuitously conduct the program has been worked out by Danish specialists and has been running in Denmark for about 20 years. The adapted versions are used in

  • Norway. Sweden and other countries. The version used by the specialists

has been approved by Kaunas district male Crisis centre and has been practised for about 4 years.

MEDIATION OF PROBATION SERVICE

  • Lately the society has been more often informed about medication that

is used as an alternative way of solving conflicts, when the third person takes part in trying to solve the problem peacefully.

  • Throught the medication of officials from Kaunas district probation
  • service. The convicts have been explained about the possibility to

compensate the property damage to the victims, This method has been chosen as the most suitable for making up for property damage and apologizing to the victims.

  • The project “Mediation” started in October of 2014 in all probation

services.

CONCLUSION OF SOCIAL RESEARCH

  • When a person is accused of committing a minor or careless crime a

judge may order the Probation service with the decision to prepare the conclusion of social research.

  • The conclusion of social research describes the accused person and his

surroundings, appraises the risks, criminogenic and other significant factors and presents a motivated opinion on individualizing the conditions of probation.

RESEARCH OF SOCIAL ENVIRONMENT

  • The officers of Kaunas district probation service carry out the

commissions of a reformatory to analyze the social surrounding of the future living place of a convicted and getting ready to be realised on probation person and informs whether intensive superintendence may be applied in each case, taken separately.

INTENSIVE SUPERVISION

  • Intensive supervision of a person on probation means the control of

the location of a probated person according to a settled time – table using electronic means of supervision.

  • Intensive supervision is assigned for a three-month period, taking

into consideration the risks level it can be prolonged (maximum term in one year, 9 months for the minor).

KAUNAS DISTRICT PROBATION SERVICE

  • 7 officials from Kaunas district probation service take part in

conferences on suspended release from reformatories and analyze the applications for suspended release from reformatories. They also discuss the matters of social rehabilitation and (or) diminution

  • f the risks of criminal behaviour, the term of executing these

recommendations and establish the date of repeated discussion on suspended release.

SPECIFIC TECHNICAL MEASURES

  • Special technical means are usually used by officials when a person on

probation is suspected to be intoxicated with psychotropic substances and agrees to be tested. If the probated person refuses to have his general condition evaluated and disagrees to be checked with special means, a probator states intoxication.
