Historical reference • St. Petersburg State Unitary environmental enterprise "Polygon" Krasny bor" was created on the basis of the Leningrad Executive Committee decision Number 1068 from 12.02.1967, entered Into operation in 1969. • The area - 73 hectares. • Located on the array of blue Cambrian clay capacity of more than 80 m. • The landfill is surrounded by marsh, which is a natural filter. • Enterprise is intended for reception, decontamination and disposal of industrial and toxic waste companies in St. Petersburg and the Leningrad region. • There is a bypass channel created on the outer contour of the polygon to intercept surface waters from the area to the landfill.

  3. Polygon location The landfill is located in the area of Tosno district, Leningrad region, and is about 7 km south-easterly from the town of Kolpino. The main area of the sanitary protection zone of the landfill is located within the Tosno district, and only in the north-eastern sector in a small area it includes the Kolpino district of St. Petersburg. Sanitary Protection Zone (SPZ) of the landfill is stretched up to 3 km from its border area, the total area of the SPZ is about 39 km2. In the sanitary protection zone there are some residential areas (villages Krasny Bor, Feklistov, Mishkino, Porkuzi and north-western sector of the village Nikolsky), a quarry on the development of Cambrian clay LSR Group and agricultural land. In addition, in a northern direction at a distance of 1 km from the boundaries of the landfill is located the former landfill of solid domestic and industrial waste "Ust-Tosna". 3

  4. Waste disposal technology 64 64 • Hazard wastes of the I class were placed in sealed metal containers in a specially prepared waste pit. • Hazard wastes of the II-IV classes were placed in designated pits by type: Organic ( №№ of pits 64, 68);   Oily (number 68); 68  Acid and alkaline ( №№ 59,66,67). • Annually the Landfill took about 13 thousand tones of waste. • Currently it has been accumulated more than 2 million tons of waste. The existing pits of open storage of organic wastes ( №№ 64, 68) contain about 700 000 tons of waste. 59 • The accumulated environmental damage requires immediate elimination.

Since January 2014 the Landfill does not accept waste Government of St. Petersburg has made a decision upon the indefinite cessation of the receiving of the wastes and the full remediation of the landfill • Unloading platforms of pits are covered with a clay lock, waste disposal is impossible. • Polygon is guarded around the clock, there is a running video surveillance system with recording, making impossible the smuggling of waste on the landfill.

Dangerous flood situation in 2016 In February 2016 there was a dangerous flood situation due to the early melting of snow in the Polygon: • The fluid level rise in the open pits №64 and №68 • The level of water in the inner channel • The level of water in the bypass channel The following measures have been taken by the direction of Polygon and the Committee for elimination of dangerous flood situation:

  15. Liquid level lowering in the bypass channel clay lock The upper part of the bypass channel is not filled. The water level in the bypass duct was lowered by the pumping water from the filled part in unfilled. An empty part is separated from the clay-filled lock

Polygon has received a permission for water disposal, the discharge of water is taking place after water treatment plant only • The water from the landfill goes into the storage pond, then into the body of treatment facilities, then resets to the main channel. • Removal of untreated sewage doesn’t take place

  18. The measures taken by the Committee to prevent dangerous situations in the future 1. The Committee established the Scientific and Technical Environmental Council (APEC) on the Krasny Bor issues. The council includes professors, academics, doctors and representatives of the Russian Academy of Sciences in the field of ecology, chemistry, geology, interested in solving the problem of the Krasny Bor instead of lobbying for their own political and economic interests. 2. Work out a solution with regard to the legal form of the SPB SUEE " Polygon Krasny Bor " - during the 2016 the Landfill will be transformed into a state budgetary institution. 3. In 2016 it was allocated a subsidy in amount of 52 million. rub., which is sufficient for the payment of wages to employees and organization of operation of the Polygon hydraulic structures. Also it has been prepared a rationale for additional subsidies in amount of 108 mln. rub. 4. The question of allocation of funds from the reserve fund of the Government of St. Petersburg for 2016 for the elimination of Polygon debt, the purchase of additional pollution control equipment, technology and additional operations are being worked out.

  19. Information about the "breakthrough of the dam" 10/03/2016 The dam covers the place of the main channel output to the landfill site. Since October 2015 the dam is closed and is in good working order. In October 2015, in a ditch before entering the Polygon there were established 2 clay locks in order to prevent the melt water drains out of the test site during the flood.   20. Information about the "breakthrough of the dam" 10/03/2016 2 10.03.2016 at 21:55 it was found a violation of the integrity of the first clay lock (1). The integrity of the second clay lock was not compromised (2). 1 10.03.2016 at 22:30 the integrity of the clay lock has been restored The potentially contaminated water being caught between two clay locks was pumped out and placed in a hazardous waste storage card. By now, there is a single clay lock 20 m in length.

  21. Prospects of Polygon Priority actions: To close the pits №64 and №68 by special material This closing is intended to prevent the ingress of water in the pits and liquid level increase, besides the shelter will provide the fire safety of pits and eliminate the evaporation. The material to be used is resistant to chemicals and UV light. It’s expected to complete the works by the end of 2016 №64 №68

Long-term perspective  Polygon territory shall be subject of recultivation for the purpose of complete elimination of the negative impact on the environment (appropriate applications are prepared and sent in the established orde r for funding from the federal budget to provide the complex engineering surveys (40 mln. rub.), develop a draft of the Polygon reclamation (200 mln. rub.) under the federal program for the elimination of the accumulated environmental damage). Steps to bring the landfill in a safe state: 1. Surveying the landfill site with a full range of research (2016) 2. Development of design estimates for reclamation (2017) 3. Obtaining a positive conclusion of State Expertise on the design and estimate documentation (2018) 4. Conducting reclamation landfills in accordance with the developed project (2019- 2021). 5. Postreclamation object monitoring (2022 - ...)
