  2. 2017 Action Plan for HUD Entitlement Funds What is the Purpose of this Meeting? • This is an opportunity to provide input to City of Mount Vernon in response to the Draft Program Year 2017 Action Plan for the use of U.S. Department of Housing and Urban Development (HUD) entitlement grant funds: Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME). • Comments on the Draft Program Year 2017 Action Plan can be made following today’s presentation or be submitted via mail or email until 12 Noon on Monday, August 7, 2017. HUD Entitlement Allocations for Program Year 2017 are: o Mount Vernon’s allocations for Fiscal Year (FY) 2017 are: $1,435,516 of CDBG funds and $355,206 in HOME funds. o The final Annual Action Plan will be due to the U.S. Department of Housing and Urban Development on August 16, 2017. 2017 Action Plan- Which Funds are Covered? • Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) • Funding is allocated on a formula basis each year by the U.S. Department of Housing and Urban Development, but in order to receive these grant funds, the City of Mount Vernon must complete: • Five- Year Consolidated Plan • Annual Action Plan • Annual Report (CAPER) • Download the Consolidated Plan, the Draft Program Year 2017 Action Plan and past years’ Action Plans at http://cmvny.com/cdbg/ 2

What Are The Priorities For These Funds? • Strengthen public safety through new investments in public infrastructure • Invest in our youth through employment and job training programs • Invest in our children through after school enrichment and athletic programs • Preserve and develop new affordable housing • Continue foreclosure prevention counseling to assist residents, especially seniors 5

  9. Unspent HOME & Emergency Solutions Grant Funds The City of Mount Vernon has the following unspent grant funds available from prior years for which it seeks public input: o $786,000 in HOME funds from FY10 to FY16; and o $67,440.99 in Emergency Solutions Grant Funds from Fiscal Year 2010 9

Action Plan Timeline • July 7, 2017 o CDBG Applications for FY 2017 funds released o Pre-Application Workshops Held on July 11 and July 12 o Applications due by 4:00 p.m. on July 17 • July 25, 2017 o Draft plan released for review, 14-day public comment period begins • July 29, 2017 1 st Public Hearing o o Mount Vernon Public Library – Children’s Room • July 31, 2017 2 nd Public Hearing o o Mount Vernon City Hall/City Council Chambers • August 2017 o Public comment period ends on August 7 o Final plan submitted by the City to HUD on August 16 10
